NOTICE OF TENDER
Date: December 17, 2019 - Loan Agreement n ° IC-P2 - AAO n ° T 934/2019



1. The Government of the Republic of Côte d`Ivoire has received a Loan from the Japan International Cooperation Agency (“JICA”) to finance the Construction Project of Three Exchangers in Abidjan. It is expected that part of the funds from this Loan will be used for eligible payments under the Contract for the Construction Project of Three (03) Exchangers in Abidjan.

2. The Road Management Agency (AGEROUTE) invites, by the present Notice of invitation to tender, eligible Bidders to present their offers under closed envelope, for the realization of the construction works of Three (03) Exchangers on Boulevard François Mitterrand, at the crossroads of the Police Academy, the Riviera 3 and the Palmeraie, in Abidjan ("the Works").

3. The invitation to tender will be conducted according to the procedures specified in the Directives applicable to procurement under financing by ODA Loans from Japan, and it is open to all Bidders from eligible Countries of origin, as defined in Section V of the Tender Documents.

4. Eligible Bidders who are interested may obtain additional information and examine the Tender Documents at the offices of the Secretariat of the PTUA Coordination Unit (CC-PTUA), the address of which is given below, on working days. (Monday to Friday) from 8 a.m. to 12 p.m. and from 3 p.m. to 5 p.m.

5. Interested Bidders may obtain the complete Tender Documents upon submission of a written request to the above address and subject to the payment of the following non-refundable costs: two hundred thousand CFA francs (200, 000 FCFA).

6. The provisions of the Instructions to Bidders and the General Administrative Clauses are those of the Standard Bidding Documents for the procurement of works financed by APD Loans from Japan.

7. Offers must be delivered to the above address no later than March 17, 2020 at 10:00 a.m. universal time and must be accompanied by a guarantee in the amount of One billion six hundred and fifty million CFA francs ( 1 650 000 000 FCFA), or their equivalent value in a convertible currency.

8. Offers must be valid for a period of one hundred and twenty days (120) days following the deadline for submission of offers.

9. Tenders will be opened in the presence of the representatives of the Bidders who wish to attend the opening of tenders on March 17, 2020 at 10:30 am universal time, at the meeting room of the PTUA Coordination Unit, located in Cocody Riviéra 2, Eglise Sainte Famille, Lot 29 04, block N ° 242.

10. The market resulting from this Invitation to Tender will be subject to the formalities of stamps and registration fees and to the regulatory fee of 0.5% of the amount excluding market taxes. All these costs will be borne by the State of Côte d`Ivoire. The tenderer`s financial proposal must include this fee.

11. The market resulting from this Invitation to Tender will be awarded on unit prices.

12. The deadline for carrying out the work is: thirty-three (33) months.
