General Procurement Notice for Construction of new 330kV Mando (Kaduna) - Rimin Zakara (Kano) 205km Double Circuit QUAD Conductor Transmission Line with Turn in-out at New Zaria Substation.

Description:

Reconstruction of existing 330kV Delta-Benin 107km single circuit Twin conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Delta (Ughelli) and Benin (Main) substations.

Reconstruction of existing 330kV Alaoj-Ihiala-Onitsha 138km single circuit conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Alaoji and Onitsha substations with Turn In-Out at Ihiala substation.

SUBSTATIONS
i) Construction of 2x150MVA, 330/132/33kV & 2x60MVA, 132/33kV complete Substation at New Zaria, with 4x330kV, 4xl32kV line bays and 6x33kV feeder bays.

ii) Construction of2x60MVA, 132/33kV complete substation Turn in-out on the existing Kaduna-Zaria 132kV double circuit transmission line at Jaji, with 2xl32kV line bays and 6x33kV feeder bays.

i) Construction of 2x150MVA, 330/132kV & 2x60MVA, 132/33kV complete substation on the existing Kaduna - Jos single circuit transmission line at Millennium city Kaduna, with 2x330kV, 4xl32kV line bays and 6x33kV feeder bays.

ii) Construction of 2x60MVA, 132/33kV complete substation including 4 x 132kV line bays and 6 x 33kV feeder bays at Rigasa.


The Federal Government of Nigeria, on behalf of the Transmission Company of Nigeria (TCN), has applied for financing to the amount of USD 200 Million (Two Hundred Million United States Dollars) from the African Development Bank (AfDB) toward the cost of the Nigeria Transmission Expansion Project (NTEP-1) in the North-western, South-eastern and South-southern States. It intends to apply part of the proceeds using Advance Contracting procedure to payments for Design, Manufacture, Supply, Installation & Commissioning of and Consultancy Services of transmission projects to be procured under this project.

2. CONSULTANCY

(i) Engineering design review and Supervision of Transmission Lines contracts.
(ii) Engineering design review and Supervision of Transmission Substation contracts
Procurement of contracts financed by the African Development Bank (AfDB) will be conducted using the Bank procurement methods and procedures as specified in the Operation Procurement Manual for Procurement of Goods and Works and related services and Acquisition of Consultancy Services under the Bank’s Procurement Policy Framework, October 2015 available on the Bank’s website: https://www.afdb.org/en/proiects-and-operations/procurement/new-procurement-policv financing and is open to all eligible bidders as defined in the Procurement Framework.

The Invitation for Prequalification notice for the works contracts will be published by 20 August 2019 in the United Nation Development Business (UNDB), AfDB and TCN websites and in a local newspaper of wide circulation.. The Request for Expression of Interests for the Consultancy services will be announced in the media as it becomes available. The financing and is open to all eligible bidders as defined in the Procurement Framework.
