Tenders are invited for Construction of Mwami/Mchinji One Stop Border Post: Works Package 1: Malawi Osbp Facilities.

1. This Invitation for Bids follows the General Procurement Notice (GPN) for the Multinational Nacala Road Corridor Development Project Phase IV that appeared in the UNDB on-line; ID No.: P-Z1-DBO-084 of May, 2013 and on the African Development Bank Group’s Internet Website.

2. The Roads Authority on behalf of the Government of Malawi has received Financing from the African Development Fund in various currencies towards the cost of Multinational Nacala Road Corridor Development Project Phase IV. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Mwami/Mchinji One Stop Border Post: Works Package 1: Malawi OSBP Facilities Construction Works; Contract No. RA/DEV/2017- 18/08.

3. The Roads Authority now invites sealed bids from eligible bidders for the execution of the Mwami/Mchinji One Stop Border Post: Works Package 1: Malawi OSBP Facilities Construction Works. The works shall involve construction of 3No. x 2 story office blocks and 5No. single story office blocks; construction of two one way/one lane bitumen road (1.6km) and concrete paved truck parking area of over 22, 000m2 and associated works.

4. Interested eligible bidders may obtain further information from the Procurement Section, Roads Authority Headquarters, Functional Building, Lilongwe. Tel: +265 1 753 699; Email: ipc@ra.org.mw and inspect the bidding documents at the addresses given in paragraph 11 below from 08:00 – 12:00 hours and from 13:00 – 16:30 hours (local time), Monday to Friday starting from 12th June, 2018.

5. A complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of MK50, 000.00 or in any freely convertible currency. Payment should be in cash or bank certified cheque.

6. The Roads Authority shall conduct a site visit at the Mchinji Border Post on Malawi side starting from 10:00 hours (local time) on Tuesday, 26th June, 2018 and hold a pre-bid meeting at 11:00 hours (local time) on Tuesday, 26th June, 2018.

7. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Fund Standard Bidding Document for the Procurement of Small Works.

8. Bids must be delivered to the Roads Authority Headquarters, Functional Building, Lilongwe in Room No. 21 on or before 10:00 hours (local time) on 24th July, 2018 and must be accompanied by a bid security of MK200, 000, 000.00 or its equivalent in a freely convertible currency.

9. Bids shall remain valid for 120 days after the deadline for bid submission.

10. Bids will be opened in the presence of bidders’ representatives who choose to attend at 10:00 hours (local time) on 24th July, 2018 at the Roads Authority Headquarters, in the Functional Building Conference Room, Off Paul Kagame Road, Lilongwe, Malawi. Late bids shall be rejected.
