Tenders are invited for Construction of Chain-Link Fence on the Perimeters of the National Seed Gargen in Beeplay, Nimba County.

1.The Government of Liberia has received a loan from the International Fund for Agricultural Development (IFAD) to fund the Tree Crop Extension Project (TCEP). The Government intends to apply part of the proceeds of the TCEP loan for eligible payments under contract for Construction of Chain Link Fence in Nimba County

2. The IFAD/PIU, Ministry of Agriculture Annex, now invites sealed bids from eligible bidders for Construction of Chain Link Fence in Nimba County

Bids will be evaluated and contract awarded to the lowest evaluated responsive bidder for the lot.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in IFAD’s Procurement Handbook 2010 edition and Guidelines, and is open to all eligible bidders as defined in the Procurement Guidelines.

4. Interested eligible bidders may obtain further information from Program Management Unit, Ministry of Agriculture Annex, University of Liberia Campus, Fendell; Project Coordinator and inspect the bidding documents during office hours 0900 to 1600 hours, Monday through Friday at the address given below.

5. A complete set of bidding documents in English will be sent to interested eligible bidders upon the submission of a written application to the address below. An electronic copy of the bidding document will be sent to each applicant free of charge only for those who submit written application letters. However, bidders are required to submit hard copies of their bids to the address mentioned below. Electronic submission will not be accepted.

6. Bids must be delivered to the address belowon or before January 13, at 2:00 PM. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 10:00 AM on the same day.

7, All bids must be accompanied by the following listed below:

I. A bid security amount of 2% of the bid price and must be in the form of a Bank Guarantee

II. A copy of a current business registration certificate.

III. A copy of current tax clearance certificate from Government of Liberia.

IV. A copy of the PPCC’s Vendor Registration Form (VRF) Receipt

V. Experience and Technical capacity of bidder in similar works.

VI. Power of Attorney duly signed and stamped

VII. A copy of the Ministry of Public Works classification certificate- Class (B.0- B.12).

VIII. A list of recent contracts performed (at least two similar works) with evidence of completion

8. Site visit is scheduled for December 18, 2019 at 10:00 AM and shall be led by a representative of the TCEP-IFAD/MOA. Site visit is mandatory. Pre-bid Meeting is scheduled for January 6, 2020 at 2:00 PM. All bidders are also encouraged to attend the pre-bid conference.
