INVITATION TO BID

LDS1-2018-17



The DPWH-ARMM Lanao del Sur First Engineering District, through its Bids and Awards Committee (BAC), invites Suppliers to bid for the following:



Supply and Delivery of Construction Materials

1 CONSTRUCTION OF ARMM BRIDGE 200 UNITS OF CORE SHELTER WITH WATER AND LIGHT COMPONENT 52, 373, 644.76 285.00



Prospective bidders may avail the complete set of Bid Documents (BDs) PhilGEPS provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their Bids. The BAC will also issue hard copies of the BDS at the Office of the District Engineer, Matampay, Marawi City upon payment of non-refundable fee for the following Approved Budget for the Contract as per DPWH National D.O. No. 52 series of 2011:

Approved Budget for the Contract (ABC)/ Estimated Cost (Php) Cost of Bidding Documents (Php)

1. above 50 Million up to 100 Million 30, 000.00



Bids received in excess of the ABC shall be automatically rejected at bid opening.



Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



The significant times and deadlines of procurement activities are shown below:



1. Publication October 17, 2018

2. Issuance of Bidding Documents October 18 - October 23, 2018

3. Pre-Bid Conference October 25, 2018 @ 9:00 A.M.

4. Receipt of Bids November 6, 2018 until 2:00 P.M.

5. Opening of Bids November 6, 2018 after 2:00 P.M.



Interested bidders may obtain further information from DPWH-ARMM Lanao del Sur First Engineering District Office, and inspect the Bidding Documents at the address given below from 8:00 A.M. - 5:00 P.M.



A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the DPWH, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.



Bids must be delivered to the address below. All bids must be accompanied by a bid security in the form of Bid Securing Declaration OR Bank Guarantee in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



The DPWH-ARMM reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.



DPWH-ARMM Lanao del Sur First Engineering District likewise assumes no obligation whatsoever to compensate or indemnify any bidder or winning bidders, as the case may be, for any expenses or loss that said party(ies) may incur in its participation in the pre-bidding and bidding process nor does it guarantee that an award will be made.
