1. This Notice of Invitation to Tender follows the general procurement notice published on the public procurement web portal (www.sigmap.finances.bj), on January 29, 2020.
2. The Agency for the Construction of Infrastructures of the Education Sector (ACISE) obtained funds from the Ministry of Maternal and Primary Education (MEMP) within the framework of the "Japan VI Project" for 2020 in order to finance the infrastructure projects in the education sector and intends to use part of these funds to make payments, in return for Benin, for contracts relating to the construction and equipment of classroom modules with or without store office and latrine blocks which are the subject of this invitation to tender.
3. The Agency for the Construction of Infrastructures in the Education Sector (ACISE) solicits closed offers from eligible candidates who meet the qualifications required to carry out the following works: Construction and equipment of classroom modules classroom with or without store office and latrine blocks.
These works are divided into five (05) lots detailed in "other Annex to the DPAO".
The object of each lot is: "Construction and equipment of classroom modules with or without a store office and latrine blocks as Beninese counterpart in the framework of the" Japan VI Project "for 2020 - Lot JPN BN - i ( with i varying from 1 to 5).
The same candidate may tender for one (01) or more lots of his choice but cannot be awarded more than one (01) lot.
Bids must be submitted in batches or risk rejection.

4. The qualification requirements are:
- be a company or group of companies specializing in construction;
- have the essential equipment and personnel for the execution of the works;
- have the financial resources up to the minimum required for the execution of the work on each of the lots;
- having successfully completed at least one similar contract in the last five (05) years (2015; 2016; 2017; 2018; 2019) or the current year, justified by certified copies of the certificates of completion or provisional or final acceptance reports.

5. The execution time common to all lots (non-cumulative) is six (06) months maximum.
6. Participation in this open call for tenders as defined in Law n ° 2017-04 of October 19, 2017 on the Public Procurement Code in the Republic of Benin concerns all eligible candidates and fulfilling the conditions defined in this dossier. `open invitation to tender and which are not affected by the provisions of articles 72 and 142 of the said Law.

Tenders must include a tender guarantee, in the amount of:
- Four million (4, 000, 000) CFA francs for each of the Lots JPN BN-1 and JPN BN-5;
- Three million (3, 000, 000) CFA francs for Lot JPN BN-2;
- Three million five hundred thousand (3.5000.000) CFA francs for each of the Lots JPN BN-3 and JPN BN-4.
Offers must remain valid for a period of ninety (90) days from the deadline for submission.
