Summary of work / description of requirement: the air national guard`s 139th airlift wing, 705 memorial drive, st. Joseph, mo 64503 intends to issue an invitation for bid (ifb) to award a single firm-fixed-price contract for the construct aattc pavilion located at rosecrans memorial airport, st. Joseph mo, project number ulyb162014. The magnitude of this project is between $100, 000.00 and $250, 000.00. The project is set aside 100% for small business. The scope of this project includes, but is not limited to, providing the necessary, personnel, equipment, transportation, and materials required to construct a 38` x 22` pavilion with concrete flooring, split face block columns, wood trusses with standing seam metal roof and electrical outlets and lighting. Additional concrete patio area with two government provided/contractor installed expanded metal tables inset in concrete. Two options consist of 6` wide sidewalks along existing running track. All work performed shall be conducted in accordance with all applicable state and federal laws and regulations, ang policies and regulations, and the pws.

The north american classification system (naics) code for this work is 236220. This is a total small business set -aside. The small business size standard is $36, 500, 000.00 average annual revenue for the previous three years.

Class deviation 2019-o0003 (e) (3) (dtd 12/3/18) - limitation on subcontracting (deviation 2019-o0003) which states, "agreement. By submission of an offer and execution of a contract, the offeror/contractor agrees in performance of the contract in the case of a contract for - general construction, it will not pay more than 85 percent of the amount paid by the government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded."
