INTRODUCTION AND BACKGROUND
Breakthrough ACTION is a global project that has been extended to 2025, and is funded by the United States Agency for International Development (USAID). It is designed to build the capacity of organizations in developing countries to design and implement cutting-edge social and behavior change (SBC) programs. The project is implemented in several countries with technical assistance from the Center for Communication Programs at Johns Hopkins University, Save the Children, Ideas42, ThinkAction and Camber Collective.
Globally, tuberculosis (TB) is the 13th leading cause of death and the second infectious cause of death (WHO, 2023). DRC is among 30 countries that bear 87% of the global TB burden with around 270, 000 people falling ill with TB in 2018. Although there has been an increase in TB case detection, it is still possible to improve detection rates relative to the number of suspected cases in the population. Additionally, challenges remain in case reporting - only around 64% of estimated incident cases were reported in 2019.
To address the low detection rate and late diagnosis of TB in the DRC, the PNLT commissioned a study to identify the determinants and behaviors that contribute to this pattern of negative outcomes in high-prevalence urban areas of the DRC. Therefore, this year, Breakthrough ACTION will support the PNLT by conducting formative research to better understand the behavioral determinants of TB detection in the high prevalence urban areas of Kinshasa, Lubumbashi, Mbuji Mayi and Bukavu. Using the results of the study, Breakthrough ACTION and its partners will update the messages and develop a preliminary action plan to tackle the behaviors underlying this phenomenon in the DRC. Breakthrough ACTION will update the message guide and communication materials for the PNLT. The final report will be used to inform updates to the national TB communication strategy and the development of the national TB communication strategic plan.
