Expression of Interest are invited for Conduct of a Diagnostic Study of the Outfall Emissary.

1. The Ministry of Sanitation and Sanitation has obtained funds under the Debt Reduction and Development Contract (C2D) between France and Côte d'Ivoire and managed, on the French side, by the Agence Française de Développement (AFD), and intends to use part of these funds to make payments under the Contract for services subject to this notice of expression of interest.
The mission is to carry out a diagnostic study of the outfall sewer outfall of the city of Abidjan and the discharge pipe of the Koumassi Digue pre-treatment station.

2. The purpose of this Notice of Expression of Interest is to solicit Consultants to be short-listed (up to 6 candidates) for the purpose of the restricted consultation on the services described in the paragraph below.

3. The study services to be carried out concern:
a) Phase 1: Theoretical hydraulic adequacy of the outfall and the return pipe:
ü Analysis of existing data and documentary synthesis,
ü Estimation of current and future needs in hydraulic capacity,
ü Visit of visible parts and preparation of the complete inspection of the outfall and the discharge pipe,
ü Writing of a Phase 1 report.
B) Breakpoint: Presentation of phase 1 and launch of the phase 2;
c) Phase 2: Detailed diagnosis of the work;
ü Preliminary shut-off, scraping and underwater work,
ü Internal and external inspection of the outfall and the discharge pipe with disruption record,
ü Non-destructive
testing, thickness measurements, ü Comparison of rehabilitation works by priorities: type of work, time and budget,
ü writing a phase 2 report.
d) phase 2 presentation: several scenarios;
e) Validation of the report, choice of a scenario;
f) APD study of the selected scenario;
g) Drafting of the CAD for the purpose of the reinforcement work;

The Ministry of Sanitation and Sanitation in its capacity as Owner invites the Consultants to express their interest in providing the services described above.
1. The Consultant will present experiments in the following areas over the last ten (10) years:
- Conducting the diagnosis of an outfall of sewage discharges at sea of ??at least 1000 mm in diameter;
- Conduct of detailed preliminary design studies and drafting of bidding documents for the rehabilitation and / or installation of outfall sewage outfall works at sea of ??at least 1000 mm diameter;

2. Consultants must provide relevant information indicating that they are qualified to perform the services requested, including:
- Presentation brochures,
- References concerning the execution of similar missions: characteristics and costs of works and missions carried out, role in potential groupings (agent, subcontractor, etc.). The Consultant will justify these references by providing the cover page of the contract and the signature page of the contracts relating to the submitted references and / or the certificate of good execution, as well as the grouping agreement in case of association with other offices or consultants. The elements making it possible to assess the similar nature of the reference must be indicated (amount of works, amount of the service, percentage realized by the Consultant within the framework of a grouping agreement, period of realization, size of the agglomeration, the characteristics of the pipe or the outfall, type of work, year of realization, customers, mobilized human resources etc ...). The description of the services actually rendered (design, assistance to project management, monitoring and control, etc.) must be fairly explicit and the Consultant must specify whether the work was done or not. References in sub-Saharan Africa will be valued. The amount of the contracts will be taken into account for the evaluation.
3. Consultants must not include in the expression of interest any curriculum vitae or working methodology. The candidates can answer alone, in group or with subcontractors (the same subcontractor can be mobilized in several applications). If the Consultant is a consortium, the expression of interest must include:
- A copy of the grouping agreement concluded by all its members.
OR
lettre A letter of intent to form a grouping in the event that its proposal is successful, signed by all its members and accompanied by a copy of the proposed grouping agreement.

4. In order to confirm their eligibility for AFD funding, applicants must enclose with their application the Declaration of Integrity (see Annex 1 to the AFD Procurement Guidelines, see link below). signed). A breach will imply the rejection of the application.
