Expression of Interest are invited for Conceptualization and Execution of the Presidential Enabling Business Environment Council (PEBEC) Country-Wide Listening Tour

The council collaborates with Ministries, Departments and Agencies (MDAs) and other partners to reduce the costs, time and number of procedures to make the process of setting up and doing business in Nigeria simpler and effective – from starting a business to getting a location to getting finance to dealing with day-to-day operations and ultimately to operating in a secure business environment.

The Council aims to foster optimal engagement with their target audience by identifying actual pain points, that must be addressed technically and through extensive behavioural change and also monitor and evaluate audience behaviour in order to take informed, data-driven decisions in the future.

Experienced and competent Firms/Companies are invited to submit Expressions of Interest for Conceptualization and Execution of the Presidential Enabling Business Environment Council (PEBEC) Country-Wide Listening Tour.

2.0 PURPOSE OF THE SERVICE
The purpose of the service is to kick off the cross-country tour of the PEBEC, while spotlighting the work of the Council. This will be done through the engagement of 400 to 500 MSMEs and relevant regulatory stakeholders across the country and different sectors.

3.0 OBJECTIVE OF THE ASSIGNMENT
To conceptualise and execute the communication of reforms and events dedicated to updating the business community on business climate reforms undertaken by the PEBEC through various platforms. The events will also provide opportunity for regulators to intimate and receive private sector feedback on regulatory activities across multiple platforms. These assignments will cover all geo-political zones as directed by the Council, through the following:
Reading and reviewing relevant documents about the Presidential Enabling Business Environment Council (PEBEC); Conceptualise and execute The Presidential Enabling Business Environment Council (PEBEC) road show;

4.0 ELIGIBILITY REQUIREMENTS
Interested Firms/Companies should submit two (2) bound Expressions of Interest (Eol) documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder and show evidence of:
(i) Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 or Business Name where applicable;
(ii) Company’s current Tax Clearance Certificate (or Personal income Tax Clearance Certificate of all the Partners) for the last three (3) years valid till 31 December, 2020, with minimum average annual turnover not less than N100 million;
(iii) Current Pension Compliance Certificate valid till 31 st December, 2020;
(iv) Current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2019.
( v) Current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2020;
(vi) Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 30/06/2020 or valid Certificate issued by BPP.
(vii) Firm/Company’s financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(viii) Evidence of working experience with private sector and international NGOs, Nigerian Government at Federal and State or Local Government levels.
(ix) Evidence of similar experience in at least 20 States in Nigeria
(x) Evidence of the followings;
Experience in advocacy communication
• Experience with leading and mobilising youth movements in Nigeria
• Content creation capacities
• Availability and willingness to travel to remote locations across Nigeria
• Ability to co-operate with existing co-ordinating offices across Nigeria
• Adequate understanding of programme environment
• Willingness and ability to commence immediately
(xi) Sworn affidavit:
• disclosing whether or not any officer of the relevant committees of the Nigerian Investment Promotion Commission or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
• of not having any director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
• of not being in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
(xii) Firm/Company’s Audited Accounts for the last (3) three years – 2017, 2018, 2019;
(xiii) Firm/Company’s profile with the currriculum vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications.
(xiv) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s letterhead bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letterhead must bear the names and nationalities of the directors of the Firm at the bottom of the page, duly signed by an authorised officer of the Firm.

5.0 ASSIGNMENT DURATION
3 months.

6.0 EXPECTED OUTPUTS
The expected outputs will be:
Execution and Production of listening tours and accessory events for the PEBEC across the selected states.
Creation of extensive content for the PEBEC.

7.0 SUBMISSION OF EOI DOCUMENTS
Interested Firms/Companies are to submit (2) bound copies of Eol documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Executive Secretary, Nigerian Investment Promotion Commission, and clearly marked with “Expression of Interest for Conceptualization and Execution of the Presidential Enabling Business Environment Council (PEBEC) Country-Wide Listening Tour.” Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the tender box in the main reception of the Commission, ground floor OSIC building not later than 12:00 noon on Monday, 9 March, 2020.

8.0 OPENING OF EOI DOCUMENTS
The Eol documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, 9 March, 2020 in NIPC’s Conference room (3rd Floor Block A) in the presence of bidders or their representatives. Please ensure that you sign the opening register indicating company name, representative contact details (phone No and email).
NIPC will not be liable for mislabelled submissions or wrongly submitted bids.

9.0 GENERAL INFORMATION
(i) EOI must be in English and signed by an officially authorised signatory of the Firm/Company
(ii) EOI submitted after deadline shall be returned un-opened
(iii) All costs will be borne by the bidders
(iv) Only shortlisted Firms/Companies will be contacted at a later date for collection of Request for Proposals.
(v) NIPC reserves the right to reject any Firm/Company that does not comply with instructions
(vi) NIPC is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
