The Government of Jamaica, through the Ministry of Health & Wellness, has received financing from the Inter-American Development Bank (IDB) towards the cost of the Support for the Health System Strengthening for the Prevention And Care Management of Non-Communicable Disease Programme, and intends to apply part of the proceeds for the procurement of goods and services to fulfil the Information and Communications Technology requirements for the improvement of management, quality and efficiency of health services in Jamaica.

The Ministry of Health & Wellness now invites sealed bids from eligible bidders for the provision of Computers and Network Equipment and Technological Infrastructure for Health facilities - “Managed Network Services”. The network services include (i) 107 Managed Networks: Private data MPLS Circuit - 10MB/10MB MPLS connection for 107 locations, (ii) 107 Managed Wi-Fi Services to connect the workstations, (iii) 2 Full Rack Service- Data centre and Disaster Recovery Locations;

(iv) 6 Server Racks and, (v) workstations for 107 locations with 1 Help desk and on-site dispatch and support.

This procurement process requires bidders to have the following specific experience and/or capabilities:

1. Executed at least 3 contracts of a similar scope and nature within the last 5 years;

2. Execution of Information System contracts in the role of prime supplier, management contractor, JVCA member, or subcontractor within the last (5) years prior to the submission deadline for this tender;

3. Key Personnel with a combined total of at least 15 years- experience managing Information Technology Projects, inclusive of network management, data centre management and cyber and network security. Reference budgets for this bid contract is Three Million Dollars, [US$ 3, 000, 000.00].

Bidding will be conducted through international competitive bidding procedures as specified in the Inter-American Development Bank-s Policies for Procurement of Works and Goods financed by the Inter-American Development Bank (current policies), and is open to all eligible bidders as defined in the policies.

Bids are to be submitted electronically on the Government of Jamaica e-Procurement system by 12:30 p.m., November 27, 2020. Late bids will be rejected. Bids will be opened on-line at 12:40 p.m., November 27, 2020.

Bidders are therefore urged to commence bid upload at least two (2) hours prior to the submission time. The Procuring Entity will not be held liable for bids not submitted on time due to late commencement of bid upload.
