INTERNATIONAL INVITATION TO TENDER
N ° 10/2020

As part of the rehabilitation and extension program for 19 treatment plants and 130 pumping stations, the National Office of Sanitation launches an international call for tenders for the completion of civil engineering works and the realization of all the services of supply, assembly and testing of equipment for the treatment plant of Mahrès including the construction of the pumping station SR2 and the supply, transport and installation of pipes for the transfer of used and treated water.
The project is partially funded by the Kreditanstalt für Wiederaufbau (KfW), The French Development Agency (AFD) and the European Community (EC).

The services covered by this call for tenders relate to the following works:
1- Civil engineering works and the supply, assembly and testing of electrical and electromechanical equipment for the treatment plant with the following characteristics:
- Flow daily average: 2100 m3 / d
- Pollutant load: 1400 Kg BOD5 / d
- Treatment process: Activated sludge - Extended ventilation
2- Civil works and the supply, assembly and testing of electrical and electromechanical equipment for the wastewater pumping station with the following characteristics:
- Average daily flow: 87 l / d
- HMT: 19 m
3- The supply, transport and laying of 5, 000 m of DN 400 mm diameter pipe in HDPE PN 6 for the discharge of waste water and 450 m of DN 500 mm diameter pipe in PVC for the transfer of treated water.

Participation in the invitation to tender is open on an equal basis to all natural or legal persons capable of committing themselves who offer the guarantees, in particular technical and financial, and the references necessary for the proper performance of their obligations, and who are not in bankruptcy or in compulsory liquidation or, for foreigners, in a similar situation provided for by the law of their country.

The supply, transport, assembly and testing of electromechanical and electrical equipment must be entrusted to a specialized company.

Civil engineering works can be entrusted to a Tunisian or foreign specialized company in association in the form of a solidarity group or in the form of subcontracting declared at the level of the offer with the company in charge of equipment, provided that the company of civil engineering presents at least an approval in the following activities: VRD0 category 2 or VRD1 category 4 or VRD3 category 3 for Tunisian companies, or equivalent for foreign companies according to the law of their country of origin.

In the event of group participation, the role of leader will be entrusted to the equipment company.

Companies wishing to participate must visit the site of the treatment plant that the Contracting Authority will organize on 07/05/2020 at 09:30. This visit will be followed by an information meeting in the wastewater treatment plant on the same day during which companies will obtain any technical document on the civil works carried out in the wastewater treatment plant and deemed necessary in the preparation of the offer.

At the end of the visit to the Mahrès wastewater treatment plant site, a certificate will be issued to companies.

Companies or groups of companies interested in this invitation to tender may:
- Download the tender documents free of charge on the website "www.tuneps.tn" and this for companies registered on the online public purchasing system "TUNEPS".

OR
- Withdraw the tender dossier from the ONAS Central Order Office located at 32 rue Hédi Nouira 1001 Tunis-Tunisie and this from Monday to Friday against the payment of an amount of three hundred dinars (300 DT) non-refundable.

Tenders must be drawn up and presented under pain of being declared void in accordance with the terms of the invitation to tender, and made up as follows:
- The provisional guarantee or the bank guarantee which replaces it with a total amount equal to One hundred and twenty thousand Tunisian dinars (120, 000 DT) or Forty thousand Euros (40, 000 Euros); as well as the administrative and supporting documents accompanying the offer.
- The technical offer;
- The financial offer.

The technical offer and the financial offer must be placed in two separate sealed and sealed envelopes and in duplicate (original and copy). These two envelopes, (the technical offer and the financial offer), the provisional guarantee or the bank guarantee which replaces it, the administrative documents and supporting documents accompanying the offer, will be placed in a third closed and sealed envelope indicating the reference of the above-mentioned call for tenders and its subject.

Any offer which does not include the provisional deposit or which does not comply with the conditions indicated in the specifications will be rejected.

The period during which tenderers will remain committed to their offers is 120 days from the day after the deadline for receipt of offers.

The envelopes containing the offers (technical and financial) must be sent to the name of the President and CEO of ONAS only by the following means: by post and registered or by quick post or direct delivery against an acknowledgment of receipt and arrive at the Central Order Office of the National Sanitation Office, 32 Rue Hédi Nouira 1001 Tunis République, no later than 06/23/2020 at 10 a.m.

The stamp of the central order office prevails.

Any offer received after this deadline will be rejected.

The opening of the technical and financial offers will be carried out in a single public meeting at the ONAS head office, that is 23/06/2020 at 10:15 am in the opening room of the offers. The representatives of the tenderers must be provided with the duly signed proxies.
