1. Introduction

The USAID-funded Isuku Iwacu project is a four-year rural sanitation project awarded on September 2, 2016. The project is being executed by a consortium of Non-Governmental Organizations headed by SNV, and including World Vision International and Water for People. The overall goal of the Isuku Iwacu Activity is to increase local ownership and capacity to deliver sustainable, high quality sanitation and hygiene services in order to decrease childhood stunting. The project works in eight districts: Nyarugenge, Rwamagana, Ruhango, Kicukiro, Ngoma, Nyanza, Nyabihu, and Kayonza.

To further the implementation of the project, Isuku Iwacu now invites Expression of Interest (EOI) from Service Providers for the following service:

Community Outreach Theater and Other Performance Activities: Provide community outreach in the form of concept development and production of skits and other performance activities throughout the 8 districts of Nyarugenge, Rwamagana, Ruhango, Kicukiro, Ngoma, Nyanza, Nyabihu, and Kayonza.

Isuku Iwacu will be evaluating those Expressions of Interest received and developing a short-list of Contractors/Service Providers. Only short-listed Contractors/Service Providers will be invited to submit technical and financial proposals. Those not short-listed will be contacted and informed of their non-selection.

The short-listing of Service Providers will remain valid for the period of June 2018-June 2019.

2. Submission Details and Deadline

One (1) copy of Expression of Interest marked RRSA/EOI/002/2018 – Expression of Interest for Community Outreach Theater and Other Performance Activities, to be received via email at Isukuprocurement2018@gmail.com until 17:00 Kigali Time on June 22, 2018. Submissions received after this time will not be opened nor accepted.

Isuku Iwacu reserves the right to accept or reject any Expression of Interest, and to annul the selection process and eject all Expressions of Interest at any time, without thereby incurring any liability to the affected Service Providers.

All Expressions of Interest will remain confidential.

3. Enquiries

Clarification of terms and conditions of the invitation process, and technical clarifications, shall be directed to Jeanne Umuzigambeho – Project Coordinator, via email at Isukuprocurement2018@gmail.com. Enquiries will not be opened nor answered after June 20, 2018 at 1700 Kigali time.

4. Request for Expressions of Interest – Submission Process

A request for financial and technical proposals for activities will be issued to short-listed Service-Providers as activities are scheduled according to Isuku Iwacu’s community outreach 2018 and 2019 workplans.

Please note that the release of this EOI or subsequent request for financial and technical proposals does not necessitate that an applicant be awarded. The USAID-funded Isuku Iwacu Activity reserves the right to:

Conduct negotiations with and/or request clarifications from any offeror prior to awarding a contract;
Issue a partial award or split the award among various offeror, if in the best interest of Isuku Iwacu.
Cancel this invitation and subsequent requests at any time.
4.1 General

4.2 Scorecard

Attached is a sample ‘score card’ that will be used in arriving at the short-list for requests of financial and technical proposals for construction services. (See Attachment A-scorecard).

4.3 Relevant Company Experience

This section must include:

A listing of recent relevant activities and project experience.
A description of the current personnel that worked on the activities and projects.
Activity and project descriptions should include a summary of scope, location, value/ contract amount, length of time from design to implementation (staging) of the activities, key personnel and client contact information (telephone, fax, e-mail).
The total listing of the projects should be no longer than two (2) single sided letter sized pages

4.4 Personnel

This section must include:

Identification and brief description of experience of key company personnel, and activity/project managers. Resumes may be included as an appendix.
Statement of local staff profile.
4.5 References

This section must include:

Minimum of three (3) client contacts for similar work done within the last two (2) years.
Evidence of community reputation, i.e. positive reviews of activities in the media.
Note that the total Request for Expressions of Interest submission should be no more than six (6) pages in total, excluding personnel resumes and certified copy of Registration.

5. Working Agreement

For any subsequent request for financial and technical proposals issued by Isuku Iwacu, the successful proponent will be required to enter into a contract for services with Isuku Iwacu based upon the information provided in response to this invitation, and the request for financial and technical proposals and the successful proponents submission and any modifications thereto.
