Background and Project Description:

Studies show that climate change impacts in Sudan are projected to adversely affect several economic, social and services sectors and, as a consequence, growth in terms of gross domestic product as well as development will be affected negatively. Sudan had ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1993 and Kyoto Protocol in 2005 demonstrating its strong commitment to international cooperation against climate change. Since then, Sudan have undertaken number of very important steps towards integrating its climate change and development objectives. Sudan prepared and submitted its Initial National Communication (INC) in 2003 and Second National Communication (SNC) in 2013. In accordance with Article 4, paragraph 1 and Article 12, paragraph 1, Sudan is committed to prepare and submit National Communication, containing national GHGs inventory, measures taken to mitigate and adapt to climate change, general description of steps taken or envisaged to implement the Convention and any other information considered relating to achieving the objective of the convention.The preparation of Sudan’s Third National Communication (TNC) will be guided by the reporting requirements as contained in the current UNFCCC guidelines for Non-Annex I national communication (Decision 17/CP.8) and Biennial Update Reports (annex III of decision 2/CP.17) and any related decisions. The TNC will build on the Second National Communication and the development in the implementation of climate actions in Sudan over the past reported period. The process for preparation of national communications in itself will contribute to building technical capacities within the related sectors and institutions and expected to lead to informing number of climate actions and policies on both adaptation and mitigation. However, after Cancun agreement, reporting obligations have increased significantly on developing countries including Sudan, while at the same time the technical and institutional capacity within our countries has not equally developed and has not received adequate international support to the required capacity building to meet these new and increasing obligations on reporting, monitoring and verification (MRV). Despite limited capacities, Sudan is committed to meet its new MRV obligations under the convention and therefore will direct some of the support provided for this project to build some technical and institutional capacities to assist in coping with these new and additional obligations (Decision 2/CP.17).

The project Objectives

The main objective of this project is to implement an enabling process involving all relevant national stakeholders to strengthen technical and institutional capacities and prepare and submit Sudan’s TNC and first BUR to the UNFCCC in accordance with agreed guidelines. The outcomes of this project are mainly based on the reporting requirements in the guidelines for both Non-Annex I national communications and the BURs.




Duties and Responsibilities

Objective:

The purpose of the assignment is to provide technical backstopping to the implementation of Vulnerability and Adaptation (V&A) for the agriculture sector in Sudan for specific crops, and build capacities of the V&A technical team .

Assessing programmes and measures to facilitate adequate adaptation to climate change

As a signatory to the United Nations Framework Convention on Climate Change (UNFCCC), Sudan is required to report periodically on its activities to implement the provisions of the Convention as part of its national communications (Article 4. Of the UNFCCC). The Conference of the Parties (COP) decision 17/CP.8 describes the reporting requirements for “non-Annex I Parties, should provide information on their vulnerability to the adverse effects of climate change, and on adaptation measures being taken to meet their specific needs and concerns arising from these adverse effects”.Sudan will follow the NC guidelines and will aim to apply appropriate methodologies, tools (models) and guidelines suitable for achieving the objectives of assessing and reporting the vulnerability and adaptation of the agriculture sectors to climate change. The methods, tools and approaches used will be documented in transparent manner in the TNC. Following the NC guidelines the reporting will include, as appropriate, information on:

· The scope of vulnerability and adaptation assessment, including identification of vulnerable systems/areas/communities;

· Description of approaches, methodologies and tools used, including scenarios for the assessment of impacts of, and vulnerability and adaptation to, climate change;

· Key findings, and direct and indirect effects arising from climate change, allowing for an integrated analysis of the country’s vulnerability to climate change;

· Strategies and measures for adapting to climate change, in key areas, including those, which are of the highest priority.

Sudan has achieved remarkable steps on complying with its commitments to the UNFCCC. Sudan submitted its Initial National Communication (INC) to the UNFCCC Secretariat in the year 2003 and the Second National Communication (SNC) in 2013. The INC comprises an analysis of the impact of climate change on Kordofan Region focusing on certain crops in the agricultural sector such as sorghum and millet as food secuirty crops and gum arabic as an economic crop. It also focused on water resources and human health. The SNC focused on the assessment of impact and adaptation to climate change on the water sector and the coastal zone. Sudan has also prepared and submitted its NAPA in 2007 and further Sudan has prepared its National Adaptation Plan (NAP) in line with Cancun agreement, which is now under governemnt endosrement process.

The V&A assessment which will be conducted as part of the preparation of the TNC will focus on the agriculture sectors as the main sector for security and economic development of Sudan and will aim to provide information that complement the findings and results of other studies such as in the INC, NAPA and NAP as well as addressing some of the gaps highlighted previously. The study will relatively be comprehensive (in terms of coverage of systems and states)and more in-depth (compared to only addressing urgent and immediate needs highlighted by the NAPA). The study is also expected to generate information for planners and policy-makers that will enhance the NAP process.

The V&A assessment in the Third National Communication will target selected agriculture production systems such as the traditional rainfed agriculture, rangeland and livestock, and irrigated winter croping system, as appropriate, in number of selected states representing key prodcution and food security areas. The scope of the study will also coverselected types of rangelands management, livestock and crops prodcution systems.

The proposed V&A assessment, as part of this TNC, will include the following:

· Review and stocktaking of all information relevant to impacts, vulnerability and adaptation to climate change and variability in the agricultural sector;

· Scoping of the assessment including identification of geographical areas, agriculture production systems, methodological approach, methods, models, training needs, etc.;

· Assessment of current future climate change impacts on selected systems such as rangeland, livestock, slected crops in the rainfed and irrigated systems;

· Assessment of the vulnerability of the selected agriculture systems and dependents livelihoods to both current and future impacts of the climate change;

· Identification of potential adaptation options that are anticipated to reduce vulnerability and improve resilience and the adaptive capacities to adverse impact of climate change;

· Identification of the needed interventions in terms of policies and measures based on the findings of V&A assessment to implement and integrate adaptation into development process.

Scope of Works:

The international consultant (Crop Modeler) will be responsible for completing the following tasks over a period of 30 working days spread over a period of 2 months starting the 15th of March, 2019. Specific tasks include:

· Conduct a study on impact of climate change in the medium and long-term and assess vulnerability and adaptation of the crops selected for third national communication namely: wheat, broad bean, groundnut, sesame, sorghum and millet

· Select suitable Model/s for the situation of Sudan for conducting the study

· Determine data requirement and give Guidance for data collection by the national team

· Conduct training for the national team; on modelling the impact of climate change using actual data collected for the study.

· Conduct analysis of the data.

· Interpretation of data and preparation of the initial and final draft report
