Support Program for Socially, Environmentally, and Financially Sustainable Production of Cotton in the Republic of Uzbekistan
Communication Consultant

I. BACKGROUND

The Support Program for Socially, Environmentally, and Financially Sustainable Production of Cotton in the Republic of Uzbekistan Multi-Donor Trust Fund (MDTF) was established by the World Bank in 2015 with funding from the European Union, the United States, and Switzerland. The MDTF finances activities to support the elimination of child labor and forced labor in the cotton sector in Uzbekistan and strengthen the capacity of state and non-state institutions to ensure the sustainability of cotton production and agricultural reform in general.

The governments demonstrated commitment to eradicating child and forced labor has contributed to important achievements:
Forced labor has been reduced significantly, from 14% in the 2015 harvest, to 6.8% in the 2018 harvest, i.e. more than a 50% decline.
There were only isolated cases of minors below the working age picking cotton in the 2018 harvest. Systemic child labor is thus no longer a serious concern.
In the 2018 harvest, wages increased by up to 85% in nominal terms, compared to the 2017 harvest, and there is an evident and strong correlation between wages and voluntary labor.

II. SCOPE OF WORK

The scope of work of the selected Consultant is to: (1) support the Ministry of Employment and Labor Relations (MoELR) in developing a communication strategy aimed at publicizing the ministry's activities, programs and achievements related to ongoing reforms in the cotton industry and respective working conditions, and to create and support a favorable image of the ministry among both internal and external audiences; (2) support the Government of Uzbekistan in developing and implementing a coordinated communication approach on cotton related issues; and (3) support the MoELR in the implementation of specific activities pertaining to media relations. Internal audiences are composed of government agencies, private sector employers, trade unions, general population, civil society organizations, and journalists, while external audiences are composed of international policy makers, civil society, investors, businesses, embassies and international organizations present in Uzbekistan, and/or with demonstrated interest in cotton related issues in Uzbekistan.

The specific tasks will include (but not be limited to) the following:

1. Development of a Communication Strategy for the MoELR, including a Media Plan and a Strategic Communications Plan on Labor Issues:
2. Development of a Government-wide communication approach on cotton related issues.
3. Support for media relations

III. WORKING CONDITIONS AND TIMELINE.

The consultant will work under the guidance of the World Bank. In carrying out the tasks outlined above, the consultant will also work in close coordination with the MoELRs International Department, as well as with the communication/public relations staff in the FTUU, representatives of the National Commission on Prevention of Human Trafficking and Forced Labor, and other agencies agreed with the MoELR.

The consultancy is expected to start on or around March 1, 2020 and end no later than May 31, 2020.

IV. MINIMUM REQUIREMENTS AND QUALIFICATIONS

The World Bank invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
i. Minimum 10 years in providing communications support to governments.
ii. Team members that all speak English and Russian.
iii. At least 5 years experience working in Uzbekistan and providing communications support to the Government of Uzbekistan.
iv. Qualified key staffs

Team members are required to have:
University degree in Communication, Journalism, Public Relations.
The lead is expected to have at least 10 years of experience in the field of communication /public relations.
Other team members are expected to have between 5 and 10 years of experience.
All team members should have demonstrated experience in: conceptualizing and overseeing the implementation of communication strategies, preferably for governmental institutions and/or development organizations; working with various media, including print, broadcast, and/or new media; a proven track record in working with state agencies and international development organizations on communication.

Languages
All team members should have fluency in Russian and English. Fluency in Uzbek would be an advantage.

Terms of Reference will be sent out only to a short list of consultancy firms.
