2. OBJECTIVES/ PURPOSE OF ASSIGNMENT
IFCs East Asia and Pacific department is looking for a Communications Consultant to oversee external and internal communications in Myanmar and Thailand.
The position requires a highly motivated and multi-skilled person with the ability to work well independently and as part of a team to promote IFCs work.
The Communications Consultant will work closely with project teams to enable IFCs work across Myanmar. The position will require close collaboration with IFCs regional communications team and with partners in the wider World Bank Group, as well as private sector companies, international organizations and civil society.
The Communications Officer will be based in IFCs office in Yangon. He/she will report to the Regional Communications Head based in Hong Kong, China, and the head of communications for low income and fragile and conflict affected states, based in Sydney, Australia, and to the Country Manager based in Thailand.

DUTIES AND ACCOUNTABILITIES:
Strategy: Plan, design and execute a communications strategy and activities to promote effective communications with external and internal audiences focused on IFCs role and impact. Conceptualize and determine the types of information and communications interventions that are best suited.

Relationships: Build and manage effective professional relationships with key industry, government, development and civil society groups. Position IFCs Country manager and project team leads as spokespersons and thought leaders in the private sector development space. Respond to routine and non-routine inquiries about IFCs operations to enhance two-way communications and dialogue.

Business Development: Use a variety of tools, techniques, and resources to support business development and to strengthen IFCs brand, including press releases, media pitching, website development, social media, promotional materials and conferences.

Risk Management: Work closely with project teams and IFC clients to identify and mitigate reputational risks, enhance stakeholder engagement efforts, and clearly communicate the long- term development impact and IFCs value-add in high profile projects not only in Myanmar but across the East Asia and Pacific region.

Media Relations: Cultivate relationships with key journalists and secure press coverage for IFC initiatives in local media.

Products: Write, produce and disseminate of both routine and complex communication products (e.g., media packets, news releases, op-eds, brochures, Q&As, presentations, briefing notes, online and social media content, speeches, videos, podcasts, etc.) about IFC operations.

Events: Coordinate scheduling and briefings for communications activities (e.g. executive missions and speeches, press conferences, seminars, etc.) involving external and/or internal audiences.

Technical and advisory support: Advise IFC teams on trends, news, or changing/unexpected circumstances that may impact IFC and its work and help determine strategic responses. Provide communication support to IFC teams and clients.

SELECTION CRITERIA:
Masters degree and 5+ years work experience in public relations, public affairs, media relations, journalism; previous experience with a private sector company or multilateral financial institution is a plus.
Proven ability to conceptualize, design and implement communications strategies, campaigns or programs.
Knowledge of national/international trends demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and cultivate effective, productive client relationships/partnerships.
Self-motivated, creative, excellent organizational skills, proven ability to perform multiple tasks, and ability to work with both internal and external constituencies.
Excellent interpersonal skills with a willingness to work in a team environment.
Proven experience in working as both a leader and a member of a team.
Excellent English writing and editing skills.
Exceptional ability to write, communicate, operate under pressure and tight deadlines with accuracy and professionalism.
Previous experience working in Myanmar.
