BACKGROUND

The International Development Law Organization (IDLO) is an inter-governmental organization exclusively devoted to promoting the rule of law. In May of 2018, with support from INL, IDLO launched a project aim at strengthening the capacity of the LNP and other law enforcement agencies to effectively respond to trafficking in persons in Liberia. This project is premised on the appreciation of the fact that while Liberia has a domestic legal and policy framework prohibiting trafficking in persons, including a 2013 – 2018 National Action Plan and a National Task Force established in 2013, the law enforcement response has been rather ineffective, with very few investigations, prosecutions and convictions reported. In addition to the ineffectiveness of the law enforcement response, there are also growing concerns on the acute lack of awareness of trafficking in persons in Liberia, both among the public and the law enforcement community.

In recognition of the need to address the lack of awareness on trafficking in persons, both at the community levels and among law enforcement actors in particular (who should serve as the first line of defense against trafficking in persons); one of IDLO’s key interventions under the project is to strengthen awareness in identified communities and amongst key stakeholders to prevent trafficking from occurring. Under the National Taskforce on Trafficking’s National Action Plan to Combat Trafficking in Persons, prevention is highlighted as critical in preventing trafficking in persons.

Against this background, and in fulfilment of project objectives, IDLO will work to improve the knowledge of law enforcement officers especially the police who are the closest to the communities, as the first point of contact; and other actors working on the response to TIP on the forms and types of trafficking, through a well-structured awareness raising campaign. In furtherance to this, IDLO, will collaborate with CSOs at the national and local levels to raise awareness and understanding of the various forms of trafficking, the risk factors for becoming a victim of trafficking and providing realistic information on the referral pathway for survivors and victims. The awareness raising is intended to enhance the reporting, identification and investigation of trafficking in persons cases.

In light of the foregoing and in keeping with project commitment to enhance reporting, identification, and investigation of trafficking in persons cases through community outreach, IDLO together with the Police, the National Taskforce on TIP and identified national and local CSOs have agreed to develop a public awareness strategy against trafficking in persons. In addition to the public awareness strategy, IDLO will design and deliver trainings on how to implement effective community outreach initiatives for public relations specialists working for/with the LNP and the Secretariat of the National Taskforce on TIP.

Against this background, IDLO seeks the services of an expert to undertake the process of leading, designing and finalizing a public awareness strategy and enhance the capacity of key stakeholders in developing and using traditional and social media communications strategies, tools and methods to promote community outreach and awareness-raising on preventing TIP.

The expert will be required to undertake the IDLO online training course prior to conducting the trainings herein.
