DETAILED TERMS OF REFERENCE

I. Background and Context

The African Development Bank’s Climate Change and Green Growth Department (PECG) is mandated to work with Bank’s Sector and Regional Complexes to ensure effective mainstreaming of climate change into Bank’s operations under the High 5 priority areas of the Bank; including the commitment to scale up climate finance to constitute 40% of Bank investments by 2020 from both internal and external sources. In collaboration with the Regional Hubs, PECG is leading the implementation of the Bank’s second Climate Change Action Plan 2016-2020 (CCAP2) as a response to the needs of Regional Member Countries (RMCs) in implementing their Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs), in alignment with the Bank’s Ten Year Strategy and the High 5 priorities.

The Nigeria Country Department (RDNG) is the Bank’s regional hub for Nigeria, responsible for coordinating the development operations of the Bank and promotes policy dialogue and advocacy between the Bank, the Government and other stakeholders in the country.

As the Bank’s largest shareholder with a portfolio above US $6 billion and country operations accounting for 13% of the Bank’s total portfolio, Nigeria is an important lending partner of the Bank. The Bank is therefore committed to support Nigeria’s longterm developmental aspirations, while promoting a low-carbon and climate-resilient development trajectories in Nigeria.

The Department of Climate Change and Green Growth (PECG) and the Nigeria Country Department (RDNG) therefore seek the services of a Local Climate and Green Growth Consultant to be based in Abuja, Nigeria, to primarily support the integration of climate change and green growth considerations into the Bank’s operations for private and public sectors in Nigeria.

II. Duties and Accountability

The primary purpose of the assignment is to assist the Bank’s Nigeria Country Department (RDNG) and the Climate Change and Green Growth Department in mainstreaming climate change and green growth into all Bank’s operations in Nigeria.

The consultant will support the RDNG country economists and project teams in order to ensure that climate change and green growth considerations are mainstreamed in all Bank’s operations (strategies, policies, plans, programmes and projects) in Nigeria. Under the overall supervision and general guidance of the Division Manager, Climate and Green Growth, and in close collaboration with the Bank’s Nigeria Country Department (RDNG), the Consultant will perform the following:

• Assist and advise the Nigeria Country Department on the preparation and implementation of climate change and green growth strategies, policies and measures taking into account commitments to achieve the Nigeria’s Nationally Determined Contribution (NDC) under the Paris Agreement;

• As and when required, under the guidance and direct supervision of the RDNG Country Operations Manager, act as task team leader for the design and implementation of Environment and Climate Change related projects in Nigeria;

• Provide technical support to task teams involved in Bank’s projects in Nigeria, to access climate finance, from both internal and external funds, in close collaboration with Bank’s Climate Change and Green Growth officers and Climate Finance Officers based in the HQ;

• Provide technical assistance on climate change and green growth to the Nigeria Country Department, by supporting Bank’s sector and country operations through advisory services on climate change and green growth mainstreaming throughout the project cycle;

• Support the implementation of the climate risk screening and the Adaptation
Review and Evaluation Procedures functions of the Climate Safeguards System
and the Green House Gas Accounting tool for projects;
• Support the preparation and implementation of the Bank’s Climate Change and
Green Growth Training Programme as well as the efforts towards
operationalizing the Africa NDC Hub activities in the Nigeria Country
Department (RDNG);
• Provide technical support to updating of operational documents (operational
manual, Results Based Framework, Readiness Review Procedures, Country
Strategy Papers / Regional Integration Strategy Papers and project templates)
to reflect the mainstreaming of climate change and green growth in Bank’s
operations in Nigeria;
• Perform any other duty assigned by the Division manager or Director.
III. Selection Criteria
The Bank is looking for a proactive candidate who is committed and driven to deliver
quality outputs. The key selection criteria for this position are:
• A Master’s degree on climate change, environment and natural resource
management, energy policy, international development, economics, or a related
field;
• Have a minimum of ten (10) years of experience in a combination of related fields
such as national and international climate policies and measures including:
climate and green growth; energy and project management; climate or green
finance; trust fund management; multilateral development bank; public or private
financial institutions; and development or related fields.
• Knowledge of climate change and green growth, and of multilateral climate
governance framework and global climate finance architecture practices relating
to Africa in general, and Nigeria in particular.
• Experience in the area of mainstreaming climate change adaptation and
mitigation measures into development interventions in Nigeria, or field operations
involving climate change and green growth matters in the country.
• Proven track record on policy dialogue and cross-institutional collaboration at the
highest level, including with representatives of government and non-government
partners in Nigeria.
• Experience in researching and drafting the technical content of proposals to
climate funds or similar multi-lateral funds;
• Experience working with a cross-section of stakeholders, including senior
government officials, donor governments and organizations, as well as regional
organizations;
• Results-oriented, team player, articulate analyst with attention to details,
persuasive communicator and good writer;

• Excellent technical and analytical skills and established track record in
operational and policy work on climate change, green growth and climate finance
matters;
• Competence in the use of standard Microsoft Office applications (Word, Excel,
Access, PowerPoint).
IV. Contract Duration and location of the assignment
The contract with the selected candidate will commence at the completion of the
selection process, upon its signing and lasts for a period of six months renewable
based on satisfactory performance. The duty station for the assignment is Abuja,
Nigeria and may require missions outside Nigeria. A detailed work program will be
agreed upon with the PECG Climate and Green Growth Manager and the Country
Operations Manager of RDNG on commencement of the assignment.
V. Remuneration
The proposed remuneration will be defined based on the candidate’s financial proposal
in compliance with the Bank’s established remuneration scale considering requisite
qualifications and experience.
