General Procurement Notice for Civil Works Associated with the Construction of a 22km Dual Carriageway Bypass Road between the Cities of Fier and Levan Linking the Lushnje-Fier Road Section in the North and the Levan-Vlore and Levan - Tepelena Road Sections in the South of Albania that are Under Construction.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The Government of Albania intends using the remaining proceeds of a loan in the amount of EUR 48.8 million from the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB) to finance the construction of the Fier bypass road in south-west Albania and of a loan in the amount of EUR 48 (15.1 of them grant from ECD) million from the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and European Commission of Delegation (ECD) to finance the construction of the Vlora bypass road in south-west Albania. The proposed projects, which has a total estimated cost of EUR 100 million including taxes, will require the procurement of the following works and services:
