The General Objectives of this consultancy are as follows: Contribute to the strengthening of the conceptual framework and structure of the Measurement, Report and Verification (MRV) Domestic Mitigation system, so that said system helps avoid any possible double-accounting of emissions, has guidelines specific to link with future MRV systems, andsupport the generationof necessary information for the country's reports to the UNFCCC. Design a homogeneous registry for the NAMAs and NDCs, with structure, guidelines and own processes of technical and operational evaluation; as well as propose a conceptual framework for linking this scheme with the national system of Monitoring, Reporting and Veri(MRV) reduction of GHG emissions (and /or captures through carbon sinks) and with the INGEI. This includes, but is not limited to, the Biennial Update Reports (BUR), the National Communications (NC), the Transparency Mechanisms of the Paris Agreement, as well as the guidelines thatThey are established by the Intergovernmental Panel on Climate Change (IPCC for its acronym in English). These documents willbe considered an integral part of the proposal.
