The second phase of the Regional Climate Change Program for Latin America and the Caribbean, funded by the Government of Spain and the UNDP, supports 12 priority countries in the region in fulfilling the commitments reached within the Paris climate agreement. Specifically, the Program will facilitate the planning of the implementation of its voluntary commitmentsto reduce greenhouse gas emissions and strengthen institutional capacities to facilitate access and optimize the management of climate financial resources through national channels. In addition, said Program supports the dissemination of climate knowledge in the region through forums, platforms, south-south exchanges and co-products.specialized knowledge. In the DominicanRepublic, this second phase of the Program is executed by the UNDP together with the National Council for Climate Change and the Clean Development Mechanism (CNCCMDL), the Ministry of Environment and Natural Resources (Ministry of Environment) and the Ministry of Economy, Planning and Development (MEPyD) .The Programa supported the country during its first phase in the development of its National Climate Change Policy. However, the Dominican Republic still needs to complete its regulatory and operational framework on climate change issues, therefore, the Program will support during this second phase the strengthening of the legal and institutional framework that allows for the operationalizationn of the National Climate Change Strategy, whose inputs are currently under development. In view of the above, the need has been identified to strengthen the capacities of local governments to understand climate change and its effects, and provide tools to improve the planning of their territories from a perspectiveand adaptation to this phenomenon, so that they are better able to operationalize in themthe National Climate Change Strategy (ENCC), once the country has it.
