Tenders are invited for Lebanon: Child Protection Consultant.

Background:
A Child Protection (CP) Policy for Students in the Education Environment was developed by the University of Saint Joseph (USJ) with the support of UNICEF and in close collaboration with the Ministry of Education and Higher Education in Lebanon (MEHE). The CP Policy aims to ensure a safe school environment that promotes the wellbeing of children. It also aims to enhance the capacity of MEHE to respond to the individual needs of high risk children which are identified in the school environment through a specific referral mechanism.

Based on this work, Save the Children International, in close coordination with UNICEF and MEHE, will now develop and pilot a child-friendly version of the CP Policy that children, teachers, schools and families can use and disseminate. Save the Children is hiring a consultant to develop and pilot a Child-Friendly Version of the CP Policy in schools in Lebanon and support the roll out of this child-friendly version.

Job Overview:

The consultant is expected to produce the following deliverables:
* Development of a child-friendly version of the Child Protection Policy (CPP) which will present the policy in a user-friendly way for children and their families.
* Development of materials and tools for the Training of Trainers (ToT) to be used to build the capacity of teachers and MEHE-s Departement d-Orientation & Pédagogique Scolaire (DOPS).
* Development of child-friendly tools that children can use with their peers introducing the CPP.
* Development of the content for awareness raising materials (leaflets, posters and cards) that can be used by children, teachers and families on the CPP.

The work will be done in close collaboration with Save the Children Education and CP Technical Advisors (TAs).

Duration: 01 August - 31 December 2019

Working days: 30 days divided as following (estimated, to be discussed with consultant):

15 days for desk review and adaption of the CPP version into a CF language.

5 days for the TOT preparation, including the development of the TOT materials.

10 days for TOT and activities in schools, trainings with DOPS team.

Position reports to:
* Education / Child Protection Technical Advisors.

Roles and Responsibilities:
* Conduct in-depth review of CPP to serve as a base for development of CPP Child-Friendly Version (CFV).
* In coordination with SCI Education and CP Technical Advisors (TAs) develop a brief inception report, introducing the methodology and selection criteria of the targeted groups.
* Develop CPP CFV using child-centered and gender sensitive approaches.
* Develop training materials for ToT, including training package for trainers, tools and guidance for activities and/or events with children and the communities. Ensure that all materials are child-centered and gender-sensitive.
* Ensure children-s participation during the whole process through maintaining safe and effective consultation with children at all stages of design, testing and rolling out the CPP CFV material. This includes Focus Group Discussions (FDGs) with children to collect feedback, identify key messages and test the CPP CFV before launching the pilot. Ensure an age-appropriate, inclusive (including children with disabilities) and gender diversity approach.
* Design and deliver the TOT for the MEHE DOPS team and selected teachers from schools in the 1st and 2nd
* Work closely with SCI Monitoring, Evaluation, Accountability and Learning (MEAL) team to develop Monitoring and Evaluation (M&E) tools and processes to monitor the implementation of the pilot and extract lessons learned.
* Develop the content for awareness raising materials (leaflets, posters and cards).
* Finalize materials based on the feedback from children, DOPs and teachers.
* Develop a final report with evaluation of the whole set of activities and recommendations.

* Work closely with SCI MEAL team to develop M&E tools and processes to monitor the implementation of the pilot and extract lessons learned.
* Design and conduct a TOT with selected DOPS staff and school teachers.
* Development of the content for awareness raising materials (leaflets, posters and cards) that can be used by children, teachers and families.
* Support schools in organizing CPP CFV child-led activities and events.
* Produce and submit a final report with evaluation of the whole set of activities and recommendations.
