Tenders are invited for Chief of Mission for the Development of a National Program to Support Decentralization and the Establishment of Local Communities.

The decentralization process has entered a decisive phase with the creation of 5 regions, 39 prefectures and 116 municipalities, the adoption of the law amending Law No. 2007-011 of 13 March 2007 on decentralization and freedoms. adoption of the decree establishing the National Decentralization Monitoring Council (CNSD) and the decree appointing the members of the CNSD, the adoption of the decrees relating to the territorial jurisdiction and chief town of the communes, as well as the decree on the number of councilors and deputies to the mayor per municipality.

But beyond the formal effectiveness of the reforms undertaken, the current major challenge of decentralization remains the effective functioning of the local authorities created.

The advent of these new local authorities comes in a context of local governance characterized by the lack of infrastructure, equipment and decentralized management structures, the lack of quantitative and qualitative skills and the lack of knowledge of local authorities' capacities. by state and non-state actors involved in the decentralization process.

In fact, nascent local authorities do not have basic administrative systems and relevant capacities to start their statutory activities, to function properly and to deliver local public services that are accessible and of high quality, and that promote sustainable development.

Therefore, it is important to anticipate the start-up situation of these new local entities as well as the reinforcement of the steering and the coordination of the actions of implementation of the decentralization.

It is in this perspective, that is planned the mobilization of a consultant for the development of a national program of support to the decentralization and the setting up of the local authorities.

The national support program for decentralization and local government implementation must take into account the following two (2) essential components:

(i) institutional development of local authorities

It is the development of an institutional development framework for local authorities that defines the priority needs of local authorities in the start-up phase over a period of five years, in terms of infrastructure, equipment, organization and tools of administrative management, jobs and skills to mobilize, operation of local councils, tools for mobilization and management of local finances, support for local / community development, mutualisation and decentralized cooperation.

Duties and Responsibilities

The overall goal is to conduct a study that will equip the government with a national program to support decentralization and local government implementation for the SDGs.

Specifically, the national program to support decentralization and the establishment of local communities should define (i) a framework for the institutional development of local authorities and (ii) a training program for decentralization actors.

Training:
· BAC + 5 or PhD degree in Political Science, Law, Social Sciences, Public Administration, Decentralization and Local Governance, Economics, Public Management or equivalent degree.
Experience:
· At least ten (10) years of professional experience in the design, formulation and steering of public policies in the field of decentralization and local governance;
· At least two references for formulating and piloting tools to support decentralization;
· Knowledge of Africa in general and Togo in particular would be an asset.
Required languages
· Excellent command of the French language is required;
· Knowledge of English is an asset.
