This Expression of Interest (EOI) process is the first stage of a multi-stage process. DRC in Jordan intends to distribute cash to our beneficiaries through one or more FINANCIAL SERVICE PROVIDERS (FSPs) to implement a Cash Transfer Programme (CTP). The FSPs passing the evaluation of the EOI will be invited to participate in a Request For Proposal (RFP).

Dear Sir/Madam:

DRC is providing support to displacement-affected communities across Jordan, in order to have enhanced resilience through community-based protection and socio-economic self-reliance support.

This Expression of Interest (EOI) process is the first stage of a multi-stage process. DRC in Jordan intends to distribute cash up to approximately USD 2, 811, 000 to our beneficiaries through one or more FINANCIAL SERVICE PROVIDERS (FSPs) to implement a Cash Transfer Programme (CTP). The FSPs passing the evaluation of the EOI will be invited to participate in a Request For Proposal (RFP).

The Cash Transfer Programme-s goal is to improve living conditions of the most vulnerable refugee and host communities affected by the Syrian crisis in addition to supporting the local economy; it also intends to provide choice and flexibility to beneficiaries for usage of cash as per their needs. This will cover DRC-s program sectors: Basic needs, livelihoods, and small business grants, cash for work programme, and vocational training scholarships, and protection (cash for documentation and cash assistance for special needs).

DRC seeks the EOI from different FSPs to provide their services in the implementation of DRC-s CTP.

Selected institution(s) will be required to provide the most effective and efficient cash delivery mechanisms CTP modalities, cash grants and voucher programme.

Options to deliver cash can be, but not limited to:
- Direct cash distribution through Bank Remittance / money transfer agents / microfinance agents
- Cheques / cash distribution through branches available in the intervention areas
- Prepaid / Debit / Smart cards
- Mobile Payments Service Provider with defined points of sales

II. WHO SHOULD APPLY? Any company interested in becoming a Financial Service Provider (FSP), with demonstrated experience in cash transfer programme in Jordan or technical, managerial and financial capacity to execute the cash transfer programme, are encouraged to apply. III. The objective is twofold: - For DRC technical staff to give an overview of the requirements and expectations of the FSPs, including types of contracts etc. to be entered into. - To allow potential service providers the opportunity to further understand the DRC requirements and ask questions to clarify the program and or the application process.
