Services include the development of an Islamic Microfinance offer for MeckMoroni, the training of employees and program stakeholders and the provision of the expertise necessary to adapt the Meck-Moroni information and management system. to be able to easily process new Islamic products. The firm will also be responsible for carrying out feasibility studies in the various agricultural value chains and proposing the most relevant investment projects.

The mission must take place within a period of a maximum of 4 months, following the start of the mission which is planned for the second quarter of 2020. It is therefore requested (for information and not exclusive; all deliverables are mentioned in the Terms of Reference (ToR)):

1. A revision of the specifications of the IT module of Islamic Microfinance must be carried out at the end of the 2nd week after the signing of the contract;

2. An initial report including the consultant's work plan and the provisional timetable must be delivered at the end of the 4th week;

3. Strategic and operational plans, the procedure manual, job descriptions, an evaluation report on investment opportunities in agriculture, a guide for customers, standard reports to be sent to partners as well as a document setting out the monitoring and evaluation indicators for the project must be delivered after the 9th week of the mission;

4. A trainer training manual in entrepreneurial capacity building and a trainer training manual in Islamic Finance / Microfinance and Sharia compliance must be delivered after the 11th week;

5. An evaluation report on the performance of the Islamic Microfinance computer module and an economic model analysis document for the commercial / cooperative units of the selected value chains are requested after the 15th week;

Meck-Moroni invites the offices of eligible Consultants to express their interest in providing the above services. Interested Consultants must provide specific information demonstrating that they are fully qualified to perform the services (documentation, reference of similar services, experience under comparable conditions, availability of adequate skills among their staff, etc.). The criteria for establishing the shortlist are:

1. Minimum twelve (12) years of experience in developing strategic and operational plans for Islamic microfinance, including product design and the design of financing procedures; (at least 3 references) - Yes / No

2. Minimum ten (10) years of experience in developing training plans for trainers in the implementation of Islamic microfinance programs / projects and entrepreneurship, including the development of complete modules and the realization of training; (at least 3 references) - Yes / No

3. Minimum ten (10) years of experience in monitoring, evaluation and impact analysis of similar projects in Africa; (at least 2 references) - Yes / No

4. Minimum eight (8) years of experience in feasibility studies of beneficiary group projects in agricultural value chains; (at least 2 references) - Yes / No

5. Minimum seven (7) years of experience in the field of Islamic Management Information System (MIS) development for microfinance institutions; (at least 2 references) - Yes / No

6. Proven ability to communicate and write reports in French; (at least 4 references) - Yes / No


Key personnel will not be evaluated at the stage of drawing up the shortlist.

Interested Consultants are invited to read Clauses 1.23 and 1.24 of the “Guidelines on the Acquisition of Consultant Services for Projects Funded by the Islamic Development Bank” ((new edition, effective from April 1, 2019 and available on the IDB website) (the “Guidelines”) defining the IDB rules regarding conflicts of interest.

Consultants can join forces with other firms to strengthen their qualifications by clearly indicating the type of association, ie a group of consultants, or an intention to subcontract. In the case of a group, all the partners of the group will be jointly and severally liable for the entire contract, in the event of award.

The selection will be made in accordance with the " Selection based on Consultant Qualifications (QC)" method stipulated in the Guidelines.
