Carrier floating accommodation facility (cfaf)
request for information
naval sea systems command (navsea) is hereby issuing a request for information (rfi) from all potential sources who may be interested in providing a carrier floating accommodation facility (cfaf) with navy cvn ship's force crew starting occupation starting in june 2020. The navy desires a harbor service cfaf to augment the existing faf with another cfaf given the forecast cvn work in the next 10 years. Leasing is being considered to provide the navy the best value for a short term accommodation need.
Criteria:
• timing. June 2020 for cvn 74 uss john c. Stennis ship's force move aboard with all outfitting completed. Leasing minimum time requirements from aug 2020 through jan 2021 with maximum time requirements from feb 2020 through apr 2021.
• respondents will be responsible to obtain uscg approval for transit to and from the hampton roads virginia area. Final outfitting and delivery may occur in either naval station or newport news areas.
• desired notional capability/capacity.
O 5000 sf able to support messing for 300 people at lunch, 75 breakfast and dinner.
O 6600 sf able to support 300 total person berthing.
? 600 sf to house 24 officers
? 1000 sf to house 40 chiefs
? 5000 sf to house 236 enlisted personnel
o 3200 sf of offices (32 offices of ~ 10'x10')
o 3500 sf of training classrooms (4 classrooms minimum) with a total capacity of 200 personnel.
O 400 sf of offices adjacent to classrooms for classified (confidential) document and computer security. 1500 sf capable of being outfitted for medical and dental facilities.
• certification to standards required for occupancy / berthing personnel in the above capacity. This includes uscg certification exemption as largely land based facility.
