Government of Angola, through the Ministry of Energy and Water, requested a financing guarantee from the World Bank to implement the "4-Bita System to be implemented from 2020 for a period of 3 years. The development objective of the Bita project is to increase water production by supplying the current try to the capital city and raise the rates of coverage of water supply to the southeast sule zones of the city of Luanda.

Environmental and Social Safeguard Policies of the World Bank
In accordance with World Bank procedures for issuing the project finance guarantee, four
environmental and social safeguards policies were implemented to ensure that the project in question is
environmentally and socially sustainable. These policies focus on Environmental Assessment (OP 4.01),
Natural Habitat (OP / B 4.04), Involuntary Resettlement (OP / BP4.12) and Physical Cultural Resources
(OP / BP4.11). For this purpose, safeguards documents were established to establish procedures to be
followed by the implementers of the subprojects linked to the construction of the 4 - Bita System,
namely: Social Environmental Impact Study (EIAS) and Resettlement Policy Framework (QPR).
Environmental and Social Impact Study. (OP 4.01). Potential environmental and social impacts and the
respective mitigation measures for the different types of investments that are envisaged in the
implementation of the 4 - Bita System construction project. The ESIA establishes procedures to ensure
that all activities that are funded are subject to an environmental and social assessment process and
that measures are taken to mitigate potential negative impacts in compliance with World Bank OP 4.01
on Environmental Assessment .
Policy Framework (OP 4.12). The project is expected to result in the loss of access (temporary or
permanent) to natural resources; loss of land due to the construction of infrastructure or extension of
agricultural areas. The Resettlement Policy Framework (RBM) provides guidelines for managing the
socio-economic impacts associated with land acquisition by the project and for the protection of
communities.
