Expression of Interest are invited for Capacity Building Training on Workplace Productivity Enhancement

ELIGIBILITY REQUIREMENTS
Competent and reputable interested contractors and consultancy firms are require to submit the following documents:
(i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF)m Compliance Certificate valid till 31st December, 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Lottery Regulatory Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018;
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards. Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(xii) Category B: Evidence of Firm’s registration with the relevant professional body(ies);
(xiii) Lot A1: Letter of Authorisation from Original Equipment Manufacturer (OEM);
(xiv) Lot A1: Evidence of registration with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
(xv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF BID DOCUMENTS (CATEGORY A)
Interested bidders shall obtain Tender Documents from the Procurement Unit, National Lottery Regulatory Commission, 2nd Floor Admin 1 office, Plot 640. Cadastral Zone B4 Off Shehu Musa Way, Jabi Abuja, on payment of N10, 000.00 per Lot, into the National Lottery Regulatory Commission’s Remita Account N0:0020485561014.

5.0 SUBMISSION OF BID DOCUMENTS (CATEGORY A)
Completed Technical and Financial bids shall be submitted in two (2) separate sealed envelopes labelled ‘Technical and Financial bids’ with Project Name at the Top Right Hand corner with company name behind and address to:

Plot 640, Cadastral Zone B4 Off Shehu Musa Yar’Adua Way,
Jabi, Abuja.

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 2 December, 2019.

6.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS (CATEGORY B)
Interested Consultants should submit One (1) original and Two (2) photocopies of their Expression of Interest (Eol) with Lot B written at the top of the envelope and name of Company and address at the back of the envelope and submit to:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday, 4 November, 2019.

7.0 OPENING OF EOI AND TECHNICAL BIDS
The EOI and technical bids will be opened Immediately after the deadlines for submission 12:00 noon on Monday, 4 November, 2019 and 12:00 noon on Monday, 2 December, 2019 respectively, at the address stated above, in the presence of bidders or their representatives, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register at the Procurement Office, as the National Lottery Regulatory Commission will not be held liable for misplaced or wrongly submitted bids.

8.0 ADDITIONAL INFORMATION
(i) The Commission reserves the right to verify any or all the claims made by the applicants and disqualify any company whose claims are found to be false.
(ii) Late submission of Bid Documents shall be returned un-opened.
(iii) Bid Documents not submitted in accordance with this advertisement shall be rejected.
(iv) This invitation for Tender shall not be construed to be a commitment on the part of the Commission for contract award, nor shall it entitle the Applicant to make any claims whatsoever and indemnity from the Commission by virtue of having responded to this advertisement.
(v) This Advertisement can also be accessed on the National Lottery Regulatory Commission website: www.nirc-gov.ng
(vi) Category A: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(vii) No Bidder Shall bid for more than one (1) Lot in Category A and B respectively.
(viii) Category B: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals;
(ix) The National Lottery Regulatory Commission is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
