1. The Department of Education - Cordillera Administrative Region (DepEd-CAR), through the FY 2018 GAA intends to apply the sum of ONE MILLION SIX HUNDRED EIGHTY SEVEN THOUSAND FIVE HUNDRED PESOS (Php 1, 687, 500.00) only being the Approved Budget for the Contract (ABC) to payment under the contract for BOARD AND LODGING FOR THE CROSS-SPECIALIZATION TRAINING OF GRADES 7 TO 10 SCIENCE TEACHERS ON THEIR NON-MAJOR SCIENCE SUBJECTS - REGIONAL TRAINING OF TRAINERS. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Department of Education-CAR, Regional Office now invites bids for the said project, to wit:



Board and Lodging for the Cross-Specialization Training of Grades 7 to 10 Science Teachers on their Non-Major Science Subjects-Regional Training of Trainers to be held on Dec. 14-22, 2018. There shall be 125 pax, with an ABC of Php 1, 687, 500.00.



3. The description of an eligible bidder is contained in the Bidding Documents. Venue shall be within the Cordillera Administrative Region.



4. Bidders must have completed, within five (5) years from the date of submission and receipt of bids:

a. A completed contract similar to the project, the amount of which must be at least 50% of the ABC to be bid; or,

b. Two (2) similar completed contracts, the aggregate contract amounts should be equivalent to at least 50% of the ABC to be bid; and the largest of these similar contracts must be equivalent to at least 25% of the ABC to be bid.



5. The schedule and venue of the procurement activities are as follows:



Issuance of bid documents shall be from November 15, 2018 to December 4, 2018 at the Administrative Division, DepED-CAR Regional Office, Wangal, La Trinidad, Benguet

Pre-Bid Conference shall be on November 22, 2018 at 1pm at the SNC Hall, DepED-CAR Regional Office, Wangal, La Trinidad, Benguet

Submission of bids shall be On or before 1pm of December 4, 2018. Opening of Bids shall follow immediately at the SNC Hall, DepED-CAR Regional Office, Wangal, La Trinidad, Benguet



6. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



7. A complete set of Bidding Documents may be acquired at the Administrative Division, DepED-CAR Regional Office located at Wangal, La Trinidad, Benguet upon accomplishing a bidder-s information sheet and payment in cash at the Cash Section of the applicable fee for the Bidding Documents. Only bidders who purchased the Bidding Documents will be allowed to submit bids.



8. It may be viewed or downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), www.philgeps.net, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.



9. Prospective bidders are strongly encouraged to order or download the electronic copy of the Bidding Documents from the PhilGEPS website: www.philgeps.net, for them to be included in the Document Request List of the project.



10. Bids must be duly received by the BAC Secretariat at the above address on or before the above date and time. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount prescribed. Late bids shall not be accepted



Bids will be opened in the presence of the bidders- representatives who choose to attend the opening of bids at the address, date and time stated herein.



11. Interested bidders may obtain further information and inspect the Bidding Documents at DepED CAR Regional Office, Wangal, La Trinidad, Benguet during office hours (8:00AM to 5:00PM).



12. DepEd-CAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
