Expression of Interest are invited for Better Investments in the Early Years to Boost Human Capital in Kenya: Public Expenditure and Institutional Review

The World Bank is undertaking a Public Expenditure and Institutional Review (PEIR) on early childhood development (ECD) in Kenya. The approach involves applying a cross-cutting human capital lens to assess the contributions of expenditures/programs, policies, and institutions to a ECD in Kenya. This will include (i) looking at the expenditures and performance associated with the policies, programs, and projects impacting these outcomes, (ii) analyzing the institutional constraints regarding policy development, planning, and implementation at the national and subnational levels, with an in-depth analysis of selected ECD program(s), (iii) assessing core public sector functional and administrative systems acting as enablers of service delivery in associated sectors at the national level and in a selected group of counties. The World Bank seeks to contract a firm to undertake data collection in up to 2 selected counties for an early years PEIR.

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.
