I. INTRODUCTION

A. ORGANIZATION BACKGROUND

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014 and had started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID).

One of LRI-s currently implemented project is the “Livelihoods in Forestry” project funded by USAID. The project aims at improving sustainable forestry activities through the establishment of models for economic forestry and forest-related rural tourism. One of the project components is focused on piloting agroforestry for sustainable land management with private landowners.

II. PURPOSE

Under the context of the Livelihood in Forests (LiF) funded by USAID, LRI seeks to pilot Agroforestry (AF) for sustainable land management on private lands, in the purpose of filling the gaps and linking the forests in the 3 environmental corridors of North, Rachaya and Shouf. In a context where increased unplanned urban sprawl and land use conversions into arable lands at the expense of natural landscapes, major deforestation and land degradation impacts occur across the country, notably in the privately-owned patches of lands.

With the purpose of overcoming this challenge, piloting AF practices on private lands in Lebanon, disseminating the science among communities and farmers, and raising the awareness needed on AF practices, LRI is seeking to collaborate with a Behavioral Change Expert to undertake the below tasks across the project lifespan:

? Undertake a perception assessment on AF on villages concerned by the project (within the corridors) to identify cognitive barriers and biases;

? Conduct group sessions using psycho cognitive tools to concerned farmers level;

? Orient and accompany changes in perception vis-à-vis AF practices;

? Suggest activities and actions to reduce resistance to change and improve acceptance among stakeholder;

? Assess activities efficiency and behavioral change at end of project and suggest recommendations.

A. SCOPE OF WORK

The Behavioral Change expert will take role in an AF committee of experts, adding their expertise in the social field to undertake a practical acceptance of AF practices and a shift in the agricultural conventional mindset of farmers and local communities in the rural areas. The expert will assist the project by identifying the major barriers and obstacles in the rural communities, hindering the adoption of advanced agricultural practices. The expert will suggest tools and techniques to infiltrate AF techniques and practices into the communities, on the way toward overcoming the obstacles, adopting Agroforestry on a national level utilizing the natural ecosystems and landscapes sustainably.

B. DELIVERABLES

1. Social/behavioral change session material;

2. Cognitive group sessions reports;

3. Perception assessment report: identify barriers and biases for the adoption of AF;

4. Psycho cognitive guidelines and recommendations to improve acceptance and adoption of AF.

III. CONTRACT MECHANISM & TERMS OF PAYMENT

LRI anticipates issuing a service agreement to the Service provider.

IV. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS

A. INSTRUCTIONS FOR PROPOSAL PREPARATION

The selection committee will evaluate the Offerors based upon their written technical and cost proposals.

Each section will be evaluated according to the criteria for evaluations in Section V. Offerors are expected to examine the specifications and all instructions in the RFP. Failure to do so is at the Offeror-s risk. Interested Offerors must provide the following:
