CHANGES TO TENDER RESPONSE REQUIREMENTS:

References

Previously referee contact details were required as part of your tender submission in the tender response worksheet (TRW- excel sheet with products and pricing) and HPV phoned and emailed all references

· References will be required for new products that are not on the current contract, as well as products on current contract with nil/low usage in the past 12 months

· Where references are required, a minimum of one written reference on hospital letterhead signed by an end user/ clinician must be provided. It should detail the trial and evaluation, including the evaluation committee or participants, that the product is clinically acceptable and that there is immediate demand to purchase should the supplier and product be awarded on the new contract

· HPV will not be contacting referees where contact details alone are listed. We will however be validating references with health services hence why the contact details are still asked within the TRW.

· If references are unable to be provided at tender time for new suppliers/ new products, these items will only be considered for conditional award (if meet all minimum mandatory requirements and specification compliance) until such time as a VIC public hospital can validate the trial and demand.

Conditional Award

HPV will be introducing conditional award. Conditional Award is when an item is listed conditionally, it cannot be purchased by a health service but it can be trialed and evaluated and once this evaluation has taken place if there demand the supplier/ health service can request that the item be moved to full award.

Two instances where conditional award may be applied

· Items on current contract with nil or low sales in past 12 months

· New products tendered where a written reference cannot be provided to validate trial, evaluation and demand

HPV will publish the conditionally awarded items in the pricing schedule to ensure health services have visibility of the list of both full award and conditionally listed items and to expedite process of transitioning to full award, where required. Health services will be informed that they can trial conditionally awarded items (and non-contracted) and any stage of the contract.

Mandatory Requirements

HPV will be increasing the mandatory minimum requirements for the upcoming tender. This will include financial viability assessment checks, quality management certification requirements and cleaning guides (approved/ non approved agents for all products tendered)

· Financial viability assessment checks will be conducted post tender close. There will be a question around this via the HPV Procurement Portal in the qualification envelope

· Quality management requirements will be asked via the HPV Procurement Portal in the qualification envelope

· Cleaning will be also be asked via the HPV Procurement Portal qualification envelope and respondents will be required to attach documentation. We will be seeking:

o List of approved cleaning/disinfectant products along with maximum permissible concentration levels

o List of non-approved cleaning/disinfectant products

o Full details of how to clean all components of the tendered product
