Expression of Interest are invited for Baseline Training Needs Assessment of the Jamaica Constabulary Force (JCF).

The Ministry of National Security (MNS) intends to launch a tender to award a service contract for the Baseline Training needs assessment of the Jamaica Constabulary Force (JCF) in Kingston with financial assistance from the JSAT (Justice, Security, Accountability & Transparency) Project funded by the European Development Fund.

The purpose of this contract is to (a) determine the training needs across the ranks of the JCF (b) provide recommendations for programmes that will meet identified deficiencies in training and in teaching practices and procedures (c) recommend programmes that will satisfy future target needs articulated in the Visions 2030 Plan and that are consistent with international policing standards. The MNS invites eligible consultants/consultancies/firms to submit

Expressions of Interest (EOI) for providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CVs).

The ideal candidate/entity should possess general experience in the conduct of assignments of this nature and administrative experience in the public sector and the ability to complete the assignment within time and budget.

The MNS will be solely responsible for creating the shortlist of candidates and will make the selection based on (a) relevant experience and track record (b) technical capacity (c) fi nancial capacity

(d) qualifications of the key staff (e) experience of the staff, of the candidate entities. Only shortlisted entities will be invited to submit full proposals in accordance with the European Union Procurement Guidelines as outlined in the Procurement and Grants for European Union external actions - A Practical Guide (January 2016)
