Assignment Description: The Ethiopia Social Accountability Program (ESAP) works with CSOs to facilitate the interface between providers of basic services (health, education, water, agriculture extension, rural roads and rural safety nets) and service users in woredas and kebeles. ESAP has been operational in 223 woredas (around 25% of the country) since 2011 and its impact evaluation (undertaken 2013-2017) showed many important positive results including improvement of the communication between users and providers, raising citizens voice regarding the local services, and improvement of the quality of some aspects of health and education services. In 2018, the 3rd phase of ESAP was designed which will be implemented from 2019 to 2023. ESAP 3 aims to scale up social accountability to 500 woredas nationwide and to strengthen the social accountability systems in the country.
The World Bank and the Government of Ethiopia seek to better understand how the Ethiopian Social Accountability Program (ESAP) improves service delivery and induces behavioral and attitudinal changes among Ethiopian citizens and public officials. Measurement will be done through an Impact Evaluation (IE). The ESAP is now entering its third phase (ESAP3), which gives us a unique opportunity to evaluate the impact of ESAP3 in newly incorporated kebeles and woredas as well as to assess the ongoing impact in places that used ESAP2 since 2011. In order to develop a robust understanding of ESAPs impact, the World Bank together with the ESAP Management Agency and the Government of Ethiopia will conduct research among citizens and public officials. Social accountability institutions are designed to change how supply-side (public officials) and demand-side (citizens, CSOs) actors engage in the policymaking and public service delivery process. When social accountability institutions work well, we would expect to see changes in both public officials and citizens behaviors and attitudes resulting in better service delivery.
This IE consists of 3 phases: The first phase begins in the second half of 2019, where we will develop a baseline, which will be the basis to identify the scope of change associated with ESAP3 programming. The second phase involves the ongoing monitoring of ESAP3, as measured by the Management Agency (MA) through the ongoing collection of ESAP3 participants activities, attitudes, and behaviors as well as through the application of a survey including qualitative methods to ESAP3 participants. The third phase is the end-line (planned for 2023), which will allow us to assess the degree of change, both longitudinally and spatially.
This 2019-2023 IE builds on the experience of the ESAP2 IE. The World Bank and the ESAP3 MA (the ESAP-World Bank team), in consultation with the Government, together set the parameters of the IE. For instance, the ESAP-World Bank team will prepare the overall IE design and approach, its research questions, the qualitative and quantitative methodology to be used, the sampling frame and overall sampling guidelines for selecting control and treatment woredas, kebeles and households.
To undertake the baseline, survey the World Bank is recruiting a research organization who will have as their primary responsibility to administer the baseline survey and prepare a database.
