Expression of Interest are invited for Baseline Data Collection for the Jordan Municipal Services and Social Resilience Project.

The World Bank seeks to hire a specialized data collection for an upcoming baseline survey. This will take place in up to 26 municipalities and will target Jordanians, Syrians, and other defined population groups, e.g., women and youth. It will be used for overall project monitoring, through tracking outcomes of interest, and for evaluating the impact of specific interventions. For the former, a stratified random sample of households within pre-defined catchment areas will be surveyed. For the latter, pre-defined participants and non-participants will be surveyed, based on contact information provided by the client. The survey will last about 1 hour and will include questions on social cohesion/tension, relationship with local government, employment and livelihoods, access to services, etc. It will include standard questions, veiled response techniques, and behavioral games with monetary compensation. Capacity to carry out surveys with several respondents must be demonstrated.

ELIGIBILITY

Firms must have the following qualifications:

1. Legal status recognized by the Government of Jordan, enabling the firm to carry out this assignment.
2. Experience working with hard-to-reach populations as well as refugees.
3. Demonstrated experience with implementing a range of quantitative data collection methods.
4. Demonstrated experience and expertise in survey planning, organization, and logistics.
5. Ability to recruit experienced enumerators fluent in Arabic and with the ability to build rapport and communicate effectively with the target populations.
6. Demonstrated capacity for implementing electronic data collection using SurveyCTO. This includes (but is not limited to) capacity to adapt an already developed SurveyCTO template from English to Arabic, capacity to troubleshoot problems as necessary, and capacity to manage data collected from the field with the help of a SurveyCTO server.
7. Demonstrated experience and expertise in data quality assurance mechanisms including (but not limited to) questionnaire design and programming; recruitment, training, and final selection of survey field staff; in-field supervision; ongoing data quality checks.
8. Organizational and financial capacity to undertake the assignment
