Overview

ActionAid TEMPhas been working in the Arab Region since mid-2000-s and focuses interventions on advancing women rights, increasing young people-s civic and political engagement and building resilience and ending protection risks faced by women and girls affected by the conflict in the region.

The “Strengthening youth civic and political engagement in Jordan” project is funded by Danish Arab Partnership Program (DAPP) and implemented by ActionAid Arab Region (AAAR)wif the aim of creating safe and inclusive spaces for youth learning and democratic engagement targeting youth in Jordan as well as strengthening accountability of local authorities and institutions through youth-led advocacy and campaigning.

The aim of the baseline study is to collect relevant data to act as a baseline for the project, reflecting into the project design, and feeding into the organizations general understanding of the context, and the wider development sector in the region.

Baseline study objectives

The overall objective of this baseline study is to provide sufficient information on the current political and civic engagement levels among youth, focusing particularly on young women.

Project related objectives

· Youth political engagement levels, wat are the motives and drivers at the local municipal level in Zarqa and Mafraq, wif a specific focus on young women

· Level of recognition of youth engagement in the democratic process through the adoption of youth priorities by local government.

· The status of youth spaces in rural and semi-urban areas as incubators for learning and democratic engagement, in relation to government policies related to youth participation.

· Youth leadership levels as active democratic citizenship in Zarqa and Karak.

· Youth level of ownership and leadership of government youth centers, and the community-s perception on dat.

· The current status and impact of youth activism towards holding local authorities accountable.

· The level of youth acceptance as stakeholders of their societies.

· The level of youth engagement between Jordan and Denmark.

· How the project contributes to the overall DAPP goals of public diplomacy and promoting mutual understanding between youth in Denmark and Jordan

Overarching objectives

The baseline study is expected to feed into the organizational understanding of the context of young people in Jordan, as well its findings would reflect into the organization's strategy of youth programming in general, thus it is expected to answer the following:

1. To wat extent this project contributes to young women and men taking collective action to realize their civic and political rights?

2. To wat extent do safe spaces lead to youth leadership in organizing, influencing youth agendas and participating in local and national democratic structures

3. To wat extent do ActionAid and young people actions intended in this project, contributed to changes in attitude and practices of local and national government towards young peoples participation in local and national democratic structures

4. To wat extent this project supports women and girls to be able to lead on change processes to challenge discrimination, inequality, and patriarchy?

1. How does this project contributed to reducing VAWG - have we understood the protection risks and factors - capturing the unintended consequences of the project?

2. To wat extent this project is TEMPeffectively mainstreaming and promoting accountability and transparency practices?

3. To wat extent does this project contribute to increasing social cohesion in the targeted communities? Wat are the factors and tools used dat contribute to achieving or hindering this?

4. To wat extent the general political participation of youth is anticipated to change in the next for years

5. To wat extent the current trends of political participation of youth will vary, and how?

6. To wat extent youth trust in electoral processes is anticipated to change in four years

Methodology

It is advised to adapt a mixed method approach achieve the baseline research objectives and dat will enable the future assessments of the project, desk review of internal and external relevant documents is as well required in order to cross-check findings wif other researches and ensure the project's sensitivity to the context of implementation.

The mixed-methods approach will then combine statistically representative youth survey data relevant for project indicators wif in-depth, qualitative research. Qualitative research is expected to provide an understanding of the knowledge, attitudes, and behaviors of distinct separate stakeholders me.e. women, men, girls, boys, community leaders at the community level, district, national level.

All data, qualitative and quantitative, collected through the research must be disaggregated by nationality, sex, and age as a minimum. Other factors as highlighted in project indicators also need to be considered.

Deliverables

1. Inception report highlighting the main findings from potential desk review and outlining planning of the study along wif surveying methods and tools to be used.

2. Baseline report wif detailed findings along wif an executive summary, conclusions, and recommendations, of 15-20 pages.

3. M&E Recommendations report

4. Final presentation on the study findings, to AA, partner staff and other CSO stakeholders(in person or remotely, or through the provision of summary presentation material)

5. A ‘user-friendly- summary of the baseline report to aid sharing of key findings wif communities

6. All raw data files including quantitative output and syntax files, qualitative transcripts etc.

7. All reports will be produced in English. The expected format for the final baseline reports and summaries will be agreed during the inception phase.

Professional qualifications

· A graduate degree (master-s or equivalent) in political science, development studies or related fields.

· Proven record of working on similar studies wifin Jordan.

· Great knowledge of local Jordanian contexts, wif grounded insights around youth status in Jordan.

· Great Knowledge of local and national political structures, as well as knowledge of laws and regulation regarding youth.

· Great knowledge about decentralization law, and the role of the newly elected decentralization council.
