According to Section 6 Paragraph 9 of the Rhineland-Palatinate Local Transport Act (NVG), the SPNV-Nord and the ZÖPNV Süd (together AG) are the authorities responsible for awarding public service contracts in the northern and southern parts of Rhineland-Palatinate Local rail passenger transport (SPNV). In this function, the SPNV-Nord and the ZÖPNV Süd regularly carry out public procurement of SPNV networks, which result in a SPNV transport contract with the beneficiary railway company (EVU). A The main aim of the special purpose associations (ZV) is to provide road users with an efficient and customer-oriented offer. The regulations in the local rail transport contracts comprehensively describe the service content for the RU and include a Variety of quality specifications. Compliance with the quality specifications in the local rail transport contracts requires various controlling activities. The AG want to expand their basic controlling activities to include the use of profit testers extend contractual lines.
