Background In Paraguay, deforestation has been associated with the expansion of agricultural sectors and population factors. These two factors have been changed over time. In terms of agriculture in the decade of the 60s, the largest existing crop was cotton while for the current decade is soy. Agricultural production is strongYou are influenced by the vagaries of theinternational market, which sets the production guidelines. Although this process of expansion of the agricultural frontier has been constant in the last forty years, it is from the decade of the 90s that the process has intensified dramatically. This is evident when analyzing agricultural production data, which show an increase in the cultivated area of approximately1, 700, 000 hectares in the period 1991-2008. The National Development Plan (PND 2030) of Paraguay, contemplates harmonizing economic growth with better environmental performance and with a focus on the improvement of the quality of life of the population. In this context and considering that the limitationAs a result of the greenhouse gas emissions (GHG) emissions ofthe forestry sector and of land use change, it is relevant for the mitigation of climate change, the country has seen it relevant to take action to contribute to the limitation of these emissions. Thus, in 2008, Paraguay was selected as one of the 9 pilot countries of the UN-REDD Program and in 2010He was a member of the member countries of the Forest Carbon Partnership Fund (FCPF). With the implementation of the UN-REDD National Joint Program (NCP), from 2011 to 2016, the country voluntarily initiates its "Preparation Phase" for REDD. To access financing as one of the FCPF participating countries, in 2010 the countryrequested that the implementation of a donation for the preparation of REDD, be executed through the UNDP, as Implementing Agency of the FCPF.
