Short description : The overall goal of the area review is twofold. Firstly, to lay the foundations for a more purposeful promotion of Norwegian interests abroad. Second, to study the potential for significant efficiency gains. The identified gains should also be recoverablenom two increased room for maneuver in the budget. This means, among other things, that all assessments and recommendations related to potential gains must mention effects both in terms of purpose efficiency and cost efficiency. The goal of purpose effecttivity means that the realization of gains will increase the quality of the foreign service's deliveries.
