Request for proposals are invited for Analyst Operational Risk.
Submitting an proposal in response to this RFP constitutes an acceptance of the terms indicated
herein and of the terms of each of these documents, including the Global Fund Terms and
Conditions of Purchase of Goods and Services, and the Global Fund reserves the right to reject the
proposal of any entity or individual, as the case may be, that fails or refuses to comply with, or
accept, such terms.
7. This RFP shall not be construed as a contract or a commitment of any kind. This RFP in no way
obligates the Global Fund to award a contract, nor does it commit the Global Fund to pay any
costs or expenses incurred in the preparation or submission of proposals.
TGF Sourcing Application (The platform)
1. For audit and efficiency purposes, this RFP process is being managed electronically, and
bidders are required to submit their proposals in the following URL for Sourcing Application:
https://access.theglobalfund.org/.
2. Please use the attached Guidance Notes - “Responding to an RFP/RFQ/RFI in the
TGF Sourcing Application, SUPPLIER INSTRUCTION.
3. Proposals must be submitted in TGF Sourcing Application, and received by the Global
Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the above
RFP Information Table.
4. In case, you do not have a Supplier Id in TGF Sourcing Application, please send an email with
sufficient notice to geraldine.mougamadou@theglobalfund.org with the following
title in the subject:
? “TGF-19-008” - Request for login user id creation in TGF Sourcing / iSupplier portal
- “Put your organization name”.
5. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided in two
separate folders, one containing your cost proposal and one containing your technical
proposal.

Role Summary:
The Operational Risk Analyst will play a critical supportive role in ensuring effective risk oversight
of key grant management portfolios. The Analyst will support the Global Fund to deliver leading
practice operational risk management (‘ORM-) through operationalization of policies, systems
and processes aimed at effective identification, prioritization, mitigation, assurance and
monitoring of risks by Country Teams. S/he will perform routine and ad hoc analyses to translate
data into meaningful insights for decision-making and maintain effective mechanisms for
monitoring and reporting.
The Analyst will work closely with colleagues in the Risk Department in addition to Country
Teams and Global Risk Owners and may have specific opportunities for engagement with incountry stakeholders. The Analyst will be expected to strive for a focus on impact, pragmatic
problem-solving and deliberate personal development.
Job Description/Key Responsibilities:
Under the guidance of the Manager, Operational Risk, the Analyst will carry out the following
activities:
Risk oversight in grant management
? Perform quantitative and qualitative analysis of risks, root causes and prioritized actions to
inform decision-making and reporting on grant, portfolio and enterprise-level risks
? Support Risk Specialists in providing guidance and quality assurance of Country Teams- work
to improve risk identification, prioritization, mitigation and assurance across the grant
lifecycle, in accordance with relevant operational guidance
? Support in the maintenance of risk management policy notes, processes, guidance and
automated tools to drive effective embedding of risk management across the grant lifecycle
? Contribute to specific initiatives for strengthening risk management at country portfolio level
and/or for individual risk areas, as required
? Document examples of good risk management practices to contribute to knowledge sharing
and continuous improvement
