INVITATION TO BID FOR

(AMRIS) Modernization, Upgrade and Instrumentation of Flood Gates of Bustos Dam

ITB No. NIAR3-2019-AMRIS-AUTOMATION-G4

1. NATIONAL IRRIGATION ADMINISTRATION - REGION 3, through the General Appropriations Act of CY 2019 intends to apply the sum of Fifty Eight Million Two Hundred Fifty One Thousand Eight Hundred Eighty Five Pesos (P 58, 251, 585.00) being the Approved Budget for the Contract (ABC) to payments under the contract for NIAR3-2019-AMRIS-AUTOMATION-G4. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. Only those submitted Document Request List (DRL) from Philgeps, Letter of Intent with a company profile, submitted by the owner or its authorized liaison officer, will be accepted to participate in the bidding.

3. The NATIONAL IRRIGATION ADMINISTRATION - REGION 3 now invites bids for (AMRIS) Modernization, Upgrade and Instrumentation of Flood Gates of Bustos Dam. Delivery of the Goods is required One Hundred Twenty (120) Calendar Day. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



1. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

2. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

5. Interested bidders may obtain further information from NATIONAL IRRIGATION ADMINISTRATION - REGION 3 and inspect the Bidding Documents at the address given below during 9:00 A.M. to 4:00 P.M., Monday to Friday.



A complete set of Bidding Documents may be purchased by interested Bidders on January 16, 2019 to February 5, 2019 from 9:00 a.m. to 4:00 p.m., Monday to Friday, and February 6, 2019 from 9:00 a.m. to 9:30 a.m., except holidays from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Fifty Eight Thousand Pesos (P 58, 000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The NATIONAL IRRIGATION ADMINISTRATION - REGION 3 will hold a Pre-Bid Conference on January 24, 2019, 10:00 a.m. at NIA-R3 Office, Conference Room, Brgy. Tambubong, San Rafael, Bulacan, which shall be open only to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before 9:30 a.m. (PST) of February 6, 2019. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on 10:00 a.m. (PST) of February 6, 2019 at NIA-R3 Office, Conference Room, Brgy. Tambubong, San Rafael, Bulacan. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.

7. All particulars relative to the eligibility screening, bid security, performance security, pre-bid conference/s, evaluation of bids, post qualification and award of contracts shall be governed by the pertinent provisions of RA 9184 and its revised IRR.
