Tender Details

Tenders are invited for Airing of EUFOR Radio on BiH Radio Stations and Networks.

Participation to this procedure is open on equal terms to all natural and legal
persons of the Member States of the European Union, Turkey, Iceland,
Liechtenstein, Norway, Albania, Chile, FYROM, Mexico, Montenegro, Bosnia and
Herzegovina and neighbouring countries, in accordance with Part II Article 3 and
Part IV Article 3 of the EU Financial Rules applicable for expenditure financed
through the ATHENA mechanism.
3.2. These terms refer to all nationals of the said states and to all legal entities,
companies or partnerships constituted under, and governed by, the civil, commercial
or public law of such states and having their statutory office, central administration
or principal place of business there. A legal entity, company or partnership having
only its statutory office there must be engaged in an activity which has an effective
and continuous link with the economy of the state concerned.
3.3 Bidders must not be in any of the exclusion criteria indicated in Section 16 of the
Instructions to bidders and must have the legal capacity to allow them to participate
in this bidding procedure (see Section 16).
4. Type of contract
This Contract is a Contract Purchasing Agreement (CPA) with fixed prices and
remains valid from 01 January 2019 until 31 December 2019, with possibility to be
extended on a yearly basis until maximum 31 December 2020.
Under the Contract Purchasing Agreement, authorized Calling Officer place Call
Orders, Annex VIII, throughout the contract duration and solely for services as
outlined in Annex II - LOT 1 and/or LOT 2 and/or LOT 3.
Under the Contract Purchasing Agreement there is no guaranteed consumption, but
the estimate only! The unit price shall remain fixed throughout the contract validity
period including extension years if exercised.

All Bids must be submitted, FOR EACH LOT, in one (01) original, marked “original”,
and one (01) copy signed in the same way as the original and marked “copy”.
9.3. All bids must be received at HQ EUFOR, Butmir Camp, 71210 Ilidza, Bosnia and
Herzegovina, before or on Monday, 12 November 2018, 14:00 hr by registered
letter with acknowledgement of receipt or hand delivered against receipt signed by
the Contracting Authority or his representative. For bid submission only, please call

9.4. All bids, including annexes and all supporting documents, must be submitted in a
sealed envelope/package bearing only:
a) the above address;
b) the reference code of this bidding procedure, (i.e., HQ EUFOR/RADIO
ANNOUNCEMENTS, AUDIO AND VIDEO PRODUCTION/2018-SV/014) with the
indication for the LOT number applied for (LOT 1 and/or LOT 2 and/or LOT 3);
c) where applicable, the number of the lot(s) applied for;
d) the words “Not to be opened before the bid opening session” in the
language of the bidding dossier and equivalent phrase in the local language “Ne
otvarati prije komisije za dodjelu ugovora”.
e) the name of the bidder.
The financial bid (annex V) must be placed in a sealed envelope with the technical
bid for each lot. The envelopes should then be placed in another single sealed
envelope/package, unless their volume requires a separate submission for each lot.
10. Content of bids
All bids submitted must comply with the requirements in the bidding dossier and
comprise:
10.1. A technical bid (LOT 1) consisting of:
a) A detailed description of the services proposed in conformity with the terms of
reference (Annex II), including any documentation required demonstrating
technical conformity and capacity.
b) Company registration documents.
c) VAT registration.
d) The completed Bid Submission Form (Part D), including the duly authorised
signature.
