Description : BACKGROUND

Countries in the Pacific Region are increasingly adopting the use of essential eHealth tools such as electronic medical and health records (eMR/eHR), telemedicine and mHealth. However, most countries in the region are challenged in meeting the requirements for achieving robust e-health systems, noting that these are currently characterised by very rapid changes in the technological requirements for their establishment. While there are some sporadic examples of countries that are implementing individual-level health information management systems through Electronic Medical Record (EMR) and patient tracking systems, these are largely implemented in a fragmented manner and are not anchored to the national health systems. A crucial component to anchor these different initiatives is a unique national health identifier assigned to each individual's health record. A unique national health identifier that works across various individual-level health information systems is paramount for efficiency in health service delivery including in monitoring and evaluating equity and quality of health services delivered by different levels and types of health facilities.

Unique national health identifiers ensure that the right health information is matched with the right individual at the point of service delivery and throughout an individual's lifetime; and that shared health information between different health care providers is accurately matched with the right individual.
