Background:

There is wide recognition that national systems- capacities in Latin-America and the Caribbean are strong. In view of the recent intensification of humanitarian needs, increasing number of natural disasters, socio-political and migratory crises, further strengthening is necessary for increased involvement in coordination and leadership of the child protection humanitarian preparedness and response, both at national and sub-national level. This is particularly true given the range of challenges to children-s protection including mobility as unaccompanied children, sexual violence, trafficking, child labour, exposure to armed violence, etc. During 2018, UNICEF Regional Office for Latin America and Caribbean (LACRO) held a first workshop on Child Protection Minimum Standards in Humanitarian action with countries affected for the migrant Venezuelan flow, and there is strong recognition that there is a need to reinforce existing mechanisms for maximum sustainability of the preparedness and response. As such, whilst the process will be based on similar experiences in West and East Africa, material and approaches will be adjusted to meet needs in the Latin-American and Caribbean region. The work stream will focus on seven countries in the Latin-American region who are implementing child protection actions in a humanitarian context to attend Venezuelan migration crisis: Colombia, Brazil, Ecuador, Peru, Guyana, Trinidad and Tobago, and Panama. The overall aim of the process is continuing to strengthen these governments- institutional capacity and national counterparts for coordination of child protection response in humanitarian and early warning situations.

Purpose of the Job:

The purpose of this consultancy is to contextualize, adapt and roll out the training package on child protection preparedness and response in emergencies accordingly to be rolled-out in Latin America and the Caribbean. This work will be supported by focal points from UNICEF LACRO and Child Protection Area of Responsibility (CP AoR).

Expected results (measurable results):

The consultant is expected to:

Review, revise and translate to Spanish the existing 5-day interactive training curriculum, complete with facilitator-s guide, participant handouts, activity guides, and other relevant materials. This will be done in close collaboration with focal points from the CP AoR and UNICEF LACRO.
Create and implement pre-training online needs survey and mandatory learning, as well as for post-training follow up
Share draft training curriculum with UNICEF Country Offices, and regional partners and incorporate feedback, prior to finalization
Prepare for and co-facilitate one training for at least 20 participants using the developed curriculum
Revise content and activities following the training as needed
Develop a final training report, complete with recommendations and lessons learned
Support Follow-up country visits to the implementation of national plans and preparation of national workshops (one visit for Colombia, Ecuador, Brazil, Peru and Trinidad & Tobago).

Education:

Advanced university degree in Law, Social Science or other social studies including expertise in child protection in emergencies programming or child protection in emergencies coordination or related fields, with preference also in Latin America and the Caribbean.
Work Experience:

5 years or more of relevant professional work experience in child protection, human rights or related areas.
Experience of designing and delivering training.
Excellent drafting and communication skills
Understanding of the humanitarian architecture at global and field level as well as recent developments in the humanitarian landscape.
Proven ability to work independently and deliver results.
Technical Knowledge:

Professional technical knowledge in child rights, human rights, and child protection topics.
Established relationships with country-based coordinators of child protection in several key emergencies affected settings.
Experience of coordination of child protection responses.
Experience in designing and implementing knowledge management initiatives for the humanitarian sector.
Experience in strategic planning, preferably in the area of capacity building.
Experience of working in government and NGOs in a child protection or child protection coordination capacity.
Experience of facilitation of child protection and child protection coordination training to interagency groups.
Languages:

Fluency in Spanish
Proficiency in English.

Supervision: This consultancy will be supervised by the Child Protection in Emergencies Specialist in UNICEF LACRO and the Regional Focal Point in CP AoR.

Consultant`s workplace: Office-based, with some travels to countries according to the deliverables and section needs. Duration: 8 months.Estimated start date of this consultancy is mid-September 2019.

Travel (if applicable) Travel will be covered by UNICEF as per policy. Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations. For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
