Tenders are invited for Acquisition of Security Seals.

1. This invitation to tender follows the General Procurement Notice published in newspaper La Nation No. 7161 of January 28, 2019 and on the public procurement web portal of January 25, 2019.
2. The Beninese Electric Power Company (SBEE) has provided, as part of the implementation of its budget financial year 2019 self-financing funds to finance the acquisition of certain equipment, materials and supplies and intends to use a portion of these funds to make payments for Sealed Security Acquisition Contracts after a procurement procedure.
3. SBEE solicits sealed bids from eligible candidates who meet the qualifications required to provide security seals in a single lot. The period of execution of the contract is sixty (60) days. Any proposed lead time greater than 60 days will be declared non-compliant. The tenderer must attach to his offer, the digital version on USB key.

4- The participation in this open call for tenders as defined in Law n ° 2017-04 of 19 October 2017 on the public procurement code in the Republic of Benin concerns all eligible candidates, fulfilling the conditions defined in this Dossier d 'Open invitation to tender and which are not affected by the provisions of Articles 72 and 142 of the said Code.
5- Interested candidates may obtain information from SBEE's Public Procurement Officer (PRMP) secretariat at the SBEE General Directorate, in front of the Littoral prefecture, a building adjacent to the ORABANK building, at the office 201 and take note of the tender documents at the address above, from Monday to Friday from 08:00 to 12:30 and from 15:00 to 18:30 (Local time: GMT + 1).
6- The qualification requirements are:
Technical Capacity and Experience
- The Respondent must prove, with supporting documentation, that it meets the following experience requirements:
§ For the design, manufacture, testing, supply and delivery of POLYCARBONATE PLASTIC SAFETY SEALS for sealing energy meters, secondary terminals of CT and TT transformers, meter housings, test terminals, measuring cells and other auxiliary accessories for meters.

§ To have executed as main supplier at least three (03) contracts for seal supplies for an electric power company in Benin or in the sub-region or in a country with the same climatic conditions as Benin during last three years (2016 and 2017, 2018) including at least one market of two hundred million.
For this purpose, the tenderer must include with his tender the list of contracts executed and copy of any evidence (certificates of completion or final acceptance minutes + legalized copy of contracts showing that he has executed those contracts. The certificates of good end or PV will have to be in original or in photocopy legalized).
- Emerging companies and those who have not yet practiced for at least three (03) years must provide the professional references of the managerial staff (an electrical engineer (at least BAC + 5) and a computer engineer in security (BAC + 5 at least): number of years of experience of 10 years including at least 5 years in an international company of security of information systems and computer science CV signed by interested parties + diplomas. years of experience is counted from the date of graduation. 7- Interested candidates may obtain a complete tender dossier at the following address: SBEE Public Procurement Officer (PRMP) Secretariat, at the SBEE Directorate General, opposite from the Prefecture du Littoral, building adjacent to that of ORABANK, in office 201 and take note of the tender documents at the aforementioned address, from Monday to Friday from 08:00 to 12:30 and from 15:00 to 18:00 30 minutes, starting 09/04/2019 against the payment of a non-refundable sum of five hundred thousand (500, 000) FCFA. 8- The bids must be written in French language and will have to be deposited in four (04) copies of which one (01) original and three (03) copies to the address hereafter: Secretariat of the person in charge for Public Procurement (PRMP) ) located at the SBEE General Directorate 201 at the latest on 30/05/2019 at 10.00 (local time: GMT + 1). Tenders that do not reach the times and dates indicated above will be rejected and returned at the expense of the tenderers concerned without being opened. 9- The bids must include a tender guarantee, amounting to eight million (8, 000, 000) FCFA, in accordance with the provisions of article 78 of the law n ° 2017-04 of 19 October 2017 on the public procurement code in force in the Republic of Benin.
