Tenders are invited for Acquisition of network and telecom equipment (firewall, router, switch and access bridge) for the Industry Promotion Fund.

1. This Notice of invitation to tender follows the Procurement Plan published on the ARMP website on February 13, 2020.

The Industry Promotion Fund (FPI), as part of its investment budget, wishes to acquire certain equipment, and intends to use part of these funds to make
payments under the Market Acquisition of network and telecom equipment (firewall, router, switch and access bridge) for the Industry Promotion Fund.

2. The Industry Promotion Fund (FPI) solicits closed offers from eligible candidates who meet the qualifications required to deliver the supplies.
Variants may be taken into consideration.

3. The award of the contract will be conducted by open call for tenders, as defined in the Public Procurement Law, to all eligible candidates.

4. Interested candidates can obtain information from the Industry Promotion Fund (FPI) and read the Invitation to Tender documents at the FPI address
given below, from Monday to Friday at 9 am at 4 p.m. local time (TU +1).

5. The qualification requirements are:

a) Financial and administrative requirements:
• Attach to the offer proof of its legal existence (statutes, constitutive act; a certificate per company will be provided in the event of a grouping);
• Provide written evidence of audited financial statements for the past three years (2018, 2017 and 2016);
• Attach to the offer a copy of the National Identification number or equivalent;
• Be in good standing with INSS contributions until December 2019;
• Attach to the offer a copy of the registration number in the New Commercial Register or equivalent;
• Provide the valid tax certificate;
• The Bidder must provide written proof that the materials it offers meet the following condition (s) of use: compliance with the technical specifications indicated
in section VI and that it has already supplied similar materials which are operational in countries with climatic and usage conditions similar to those of the DRC;
• The Bidder who does not manufacture or produce the Supplies it offers, will submit a certificate establishing that he is an authorized representative for the marketing of the
proposed brand ;
• Documentation (prospectus), in French, providing all the details necessary to make a judgment on the quality and reliability of the supplies offered by the
Bidder.

b) Technical capacity and experience:
• Justify satisfactory experience of at least three (3) similar markets in the past five years, one of which in Africa or in countries with
logistical characteristics and difficulties similar to those of R&D Congo (Reference in similar achievements List of general references to the company; the company list of references for
similar services, PV receiving similar supplies completed and copies of the first and last pages of contracts.
• the materials must comply with technical specifications in terms of provenance, quality, requirement, warranty, documentation, destination and performance.

6. Interested candidates can obtain the complete tender dossier by making a written request to the address mentioned below against a non-refundable payment of three
hundred (300) US dollars or the equivalent in Congolese Francs ( FC) at the daily rate. Payment will be made by payment of cash to account no. "26 100-500044 45012-86 / CDF",
entitled FPI / OTHER RECIPES with BGFI BANK.

7. Offers must be submitted to the address below at the latest on Tuesday 07 April 2020 at 3 p.m. local time (TU + 1). The Late bids will not be accepted. The offers
will be opened in the presence of the candidates` representatives present at the opening session which will take place at the address below on Tuesday 07 April 2020 at 3.30 p.m. local time (TU + 1).
Offers must include an offer bank guarantee in the amount of 5, 000 USD (five thousand US dollars).
Offers must remain valid for a period of ninety (90) calendar days from the deadline for submission.
