ASSIGNMENT DESCRIPTION

Under its Global Tax Program (GTP), the Fiscal Policy and Sustainable Growth (EMFTX) conducts both analytical work in support of its client governments and research on issues related to international taxation, particularly on the establishing the risks around and effective policies to fight base erosion and profit shifting by multinational enterprises (MNEs) and their affiliates.

To this end, EMFTX plans to procure one year`s access to data comprising detailed data on the ownership structure of MNEs and their affiliates, detailed financial data covering those entities. Such data will be used for research into policies used to fight base erosion and profit shifting as well as assisting client governments to form a more complete picture of profit shifting risks.

For this purpose, detailed data on financials for a large sample of multinational groups which also operate in client countries is a mandatory requirement, as well as data covering WBG client countries.

ELIGIBILITY

Eligibility restrictions apply:

(i) firm qualifications
The selected firm should demonstrate:
- At least seven years experience in collecting ownership and financial data.
- A track record of collaborating with researchers, as evidenced from existing publications using the data.
- Expertise and analytical competence around international tax, including transfer pricing analysis.

(ii) data requirements:
Expressions of interest will be judged based on the comprehensiveness in the data, with concern to coverage of World Bank group client countries.

In addition to this:
- The data should contain detailed financial information on firms, including but not limited to profits (EBIT, EBT, EBITDA), taxes paid, employment, fixed assets, intangible assets and turnover at the firm level.
- The data should include periods starting from (but not necessarily be limited to) the 2010 calendar year until present day.
- The data should also comprise ownership information, allowing for the linking of subsidiaries of the same MNE across different jurisdictions.
- The data should contain information on firms in each region as classified by the World Bank (even if coverage may vary by region).
- The data should not be limited to publicly-traded companies.
- In addition to the above, the data should also include information on transfer pricing comparables (e.g. commodity prices, lending royalty rates) for the purpose of conducing transfer pricing analyses.

(iii) access requirements:
- Access should be in real time (the latest version of the data that is available should be accessible) and be possible from any location (such as through an online portal).
- For the sake of comparability, access should include older versions of the data (i.e. snapshots from previous versions).
- The data should be exportable to a machine-readable format, both in its original detail as well as customized aggregates.
