General Procurement Notice for Acquisition of an Application for the Overhaul of the Central Balance Sheet Office

The following services will be acquired on the basis of a short list of consulting firms (firms) and according to the Selection Based on Quality and Cost (SBQC) method: (i) Contract with a firm or a group of firms for the following studies for the benefit of beneficiary institutions (BEAC, COBAC, COSUMAF): (i) assessment of the existing framework and fiscal harmonization of financial products; (ii) development of the legal and strategic framework for the CEMAC Bond Market Forum; (iii) establishment of a roadmap for the IPO of financial institutions; (iv) drafting of regulations on financial rating in the CEMAC region (v) development of a legal and regulatory framework favorable to the development of FinTechs in the CEMAC region; (vi) study and design of a strategy for structuring the single network for accepting merchant electronic payments in CEMAC and (vii) development and implementation of a single pricing framework for interbank transactions; (ii) Contract with an IT office or group of offices for (i) the design and development of an IT platform for the public securities market; (ii) the development of an application for the automation of the collection and calculation of TEGs, borrowing rates and the Financial Services Price Index and finally
(iii) the development of a cooperation platform between the BEAC, universities and CEMAC research centers
