As part of its project in consortium with the NGO COOPI, HI is launching a call for applications for the recruitment of a consultant for the final evaluation of the project "Accompaniment to the protection and the inclusive and quality schooling of displaced children" and indigenous people affected by the Lake Chad crisis ". 2.1. General, education and child protection

Chad is a landlocked country located between the Maghreb and Black Africa. With an annual population growth rate estimated at 3.6%, its population is close to 13 million [1] in 2015, of which 21.7% live in urban areas. Women make up 50.7% of the population. The World Health Organization`s report on disability (WHO [2] ) estimates that 15% of the population is made up of people with disabilities; on the basis of this report and the 2015 demographic situation, the number of people with disabilities is currently estimated at more than 2 million people in Chad, taking into account the annual growth rate of 3.6% [3] . He occupies the 186 thrank of 188 in terms of human development index (HDI) in 2015, with an index of 0.39 [4] .

In terms of education, the indicators are not very good for Chad: according to the 2017 Education Sector Report, less than a quarter of the adult population aged 15 and over (22%) is literate. This rate ranks Chad among the lowest on the African continent and the world. The overall primary completion rate is 45.05% in 2015-2016, but for Lake Province (project intervention area), less than 10% of children complete primary school. According to the Provincial Delegation for Education and Youth of the Lake, a certain momentum in terms of improving the school enrollment rate is observed: the school population has increased from 45, 832 pupils (including 16, 990 girls) in 2016 to 86, 676 students (including 35, 826 girls) in 2018, thanks to the sustained efforts of school authorities and partners. Despite this, children with disabilities and children with special needs are not very visible in schools. This justifies the rate of illiteracy of the members of the Association for mutual assistance of the disabled Lake: out of 158 members of this DPO, more than 95% are illiterate, according to its President.

Overview of the security situation

The security context remains volatile in the Lake Chad region and the implementation of project activities is affected. The intervention being evaluated initially concerned 18 localities on the mainland and 5 localities located on the islands. At the beginning of this intervention, community sensitization activities on disability and referral to care were conducted in the island areas. They were brutally interrupted by the deterioration of the security situation that occurred in March / April 2019, which pushed the populations to massive displacements towards the more secure localities, and particularly on the mainland. The administrative authority ordered the suspension of any intervention in the islands (circular letter N. 3 PR / MATSPGL / PLC / DK / SG / 2019 of 26 April 2019 of the Kaya Prefect suspending activities on the islands for security reasons).
