Synopsis: This Request for Supplier Qualifications (“RFSQ”) is an invitation by the Government of Saskatchewan (GOS), on behalf of Licensees, to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to complete all required work on inactive sites, including but not limited to: abandonment, decommissioning and reclamation, as further described in the RFSQ Particulars (Appendix A) (the “Deliverables”). The GOS is launching the Accelerated Site Closure Program (ASCP) to utilize $400 million in stimulus money for the abandonment and reclamation of inactive oil and gas wells and facilities. The program is scheduled to run until December 31, 2022. The ASCP will be overseen by the Ministry of Energy and Resources (MER) and administered by the Saskatchewan Research Council (SRC). The program will maximize the use of Saskatchewan-based Service Companies. As the program advances an Indigenous supplier development component may also be developed. It is estimated that up to 8, 000 inactive wells and facilities may be abandoned and reclaimed over the life of this program. This funding is expected to support approximately 2, 100 full-time equivalent jobs in the service industry.
